What This Bill Does
This bill modifies the Workforce Innovation and Opportunity Act to clarify and expand career services available to adults and dislocated workers (people who lost jobs through no fault of their own). The bill is called the "Navigating to Success Act."

Key Provisions
• Programs must assess skill levels including literacy, digital literacy, numeracy, English language proficiency, competencies, abilities, foreign academic and professional credentials, and supportive service needs through diagnostic testing and other assessment tools (Sec. 2(a)(1))
• Programs must provide accurate information about job openings, job skills needed, education and training programs available, career pathways, program quality, how foreign certifications compare to needed skills, and information about occupations in demand including earnings and advancement opportunities (Sec. 2(a)(2))
• Programs must help people identify eligibility for financial aid including Federal financial aid under the Higher Education Act of 1965 and state-funded education and training programs not funded under this Act (Sec. 2(a)(3))
• Programs must provide individual counseling including career counseling, career planning, and assessment and development of employability skills such as learning skills, communication skills, interviewing skills, punctuality, and professional conduct (Sec. 2(a)(4))
• Community-based organizations can deliver services to individuals with barriers to employment alongside nonprofit service providers (Sec. 2(b))

The bill expands what career services must include and clarifies that both nonprofit service providers and community-based organizations can deliver these services to people facing barriers to employment.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Navigating to Success

Act’’.

SEC. 2. CAREER SERVICES.

(a) SERVICES PROVIDED.—Subparagraph (A) of sec-
7
tion 134(c)(2) of the Workforce Innovation and Oppor-
8
tunity Act (29 U.S.C. 3174(c)(2)) is amended—
