What This Bill Does
This bill aims to stop the United States from supporting countries that commit genocide or sponsor terrorism. It also requires a review to make sure U.S. tax dollars are not going to the Taliban, other terrorist groups, or countries that harbor terrorists.

Key Provisions
• The U.S. Treasury Secretary must instruct the U.S. representative at the International Monetary Fund to vote against giving Special Drawing Rights (a type of international financial aid) to countries that commit genocide or sponsor terrorism, as decided by the State Department. (Sec. 2)
• The Treasury Secretary, State Secretary, and head of the United States Agency for International Development must review all assistance given to nongovernmental organizations and international organizations within 90 days to confirm the money is not reaching the Taliban, other terrorist organizations, or countries that shelter terrorists. (Sec. 3(a))
• Within 180 days, the Treasury Secretary, State Secretary, and head of the United States Agency for International Development must require all main recipients of assistance to prove that all groups receiving money from them are following U.S. anti-terrorism financing laws. (Sec. 3(b))
• The three officials must jointly submit a report to Congress within 90 days showing the results of their review. (Sec. 3(a)(2))
What Changes
If this becomes law, U.S. officials will have new instructions to oppose International Monetary Fund allocations to genocide perpetrators and state sponsors of terrorism. Government agencies must also conduct reviews and implement new requirements to verify that assistance money does not reach terrorist organizations or their supporters.

A BILL
To prevent allocations of Special Drawing Rights at the
International Monetary Fund for countries that are per-
petrators of genocide or state sponsors of terrorism, and
to prevent United States tax dollars from directly going
to the Taliban or other terrorists or terrorist-harboring
nations.
Be it enacted by the Senate and House of Representa-

The Bretton Woods Agreements Act (22 U.S.C. 286
6
et seq.) is amended by adding at the end the following:
7
‘‘SEC. 74. PREVENTING ALLOCATIONS OF SPECIAL DRAW-
8
ING RIGHTS FOR COUNTRIES THAT ARE PER-
9
PETRATORS OF GENOCIDE OR STATE SPON-
10
SORS OF TERRORISM.

‘‘The Secretary of the Treasury shall instruct the
12
United States Executive Director at the Fund to use the
13
voice and vote of the United States to—
14
‘‘(1) oppose the allocation of Special Drawing
15
Rights to any country that is a perpetrator of geno-
16
cide or a state sponsor of terrorism, as determined
17
by the Secretary of State; and
18
‘‘(2) advocate that the Fund adopt a rule pro-
19
hibiting such an allocation.’’.

(1) IN GENERAL.—The Secretary of the Treas-

date of the enactment of this Act, the Secretary of

the Treasury, the Secretary of State, and the Ad-

ministrator of the United States Agency for Inter-

national Development shall jointly submit to Con-

gress a report that contains the results of the review
16
conducted under paragraph (1).

(b) RECIPIENT REQUIREMENTS.—Not later than 180
18
days after the date of the enactment of this Act, the Sec-
19
retary of the Treasury, the Secretary of State, and the
20
Administrator of the United States Agency for Inter-
21
national Development shall each require prime awardees
22
of assistance to provide evidence that all sub-awardees of
