PREVENTING ALLOCATIONS OF SPECIAL DRAW- 8 ING RIGHTS FOR COUNTRIES THAT ARE PER- 9 PETRATORS OF GENOCIDE OR STATE SPON- 10 SORS OF TERRORISM. 11 ‘‘The Secretary of the Treasury shall instruct the 12 United States Executive Director at the Fund to use the 13 voice and vote of the United States to— 14 ‘‘(1) oppose the allocation of Special Drawing 15 Rights to any country that is a perpetrator of geno- 16 cide or a state sponsor of terrorism, as determined 17 by the Secretary of State; and 18 ‘‘(2) advocate that the Fund adopt a rule pro- 19 hibiting such an allocation.’’. 20 SEC. 3.
