Mr. FALLON submitted the following joint resolution; which was referred to
the Committee on the Judiciary
JOINT RESOLUTION
Proposing an amendment to the Constitution of the United
States to limit the number of terms that a Member
of Congress may serve.
Resolved by the Senate and House of Representatives

of the United States of America in Congress assembled
2
(two-thirds of each House concurring therein), That the fol-
3
lowing article is proposed as an amendment to the Con-
4
stitution of the United States, which shall be valid to all
5
intents and purposes as part of the Constitution when
6
ratified by the legislatures of three-fourths of the several
7
States within seven years after the date of its submission
8
for ratification:

‘‘ARTICLE —
1
‘‘SECTION 1. No person who has served six terms as
2
a Representative shall be eligible for election to the House
3
of Representatives. For purposes of this section, the elec-
4
tion of a person to fill a vacancy in the House of Rep-
5
resentatives shall be included as one term in determining
6
the number of terms that such person has served as a Rep-
7
resentative if the person fills the vacancy for more than
8
one year.

‘‘SECTION 2. No person who has served two terms
10
as a Senator shall be eligible for election or appointment
11
to the Senate. For purposes of this section, the election
12
or appointment of a person to fill a vacancy in the Senate
13
shall be included as one term in determining the number
14
of terms that such person has served as a Senator if the
15
person fills the vacancy for more than three years.
16
‘‘SECTION 3. No term beginning before the date of
17
the ratification of this article shall be taken into account
18
in determining eligibility for election or appointment under
19
this article.’’.
