To provide that certain regulations shall have the force and
effect of enacted law.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Teach Relevant Ap-
4
prenticeships to Drive Economic Success Act’’ or the
5
‘‘TRADES Act’’.

SEC. 2. LEGAL EFFECT.

(a) IN GENERAL.—The provisions of part 29 of title
8
29, Code of Federal Regulations, relating to industry-rec-
9
ognized apprenticeship programs, as amended by the final

regulations entitled ‘‘Apprenticeship Programs, Labor

Standards for Registration, Amendment of Regulations’’
2
published by the Department of Labor in the Federal Reg-
3
ister on March 11, 2020 (85 Fed. Reg. 14294 et seq.)
4
shall have the force and effect of enacted law.
5
(b) FUNDING.—Amounts appropriated to carry out
6
the Act of August 16, 1937 (commonly known as the ‘‘Na-
7
tional Apprenticeship Act’’; 50 Stat. 664, chapter 663; 29
8
U.S.C. 50 et seq.) shall also be made available to carry
9
out the provisions described in subsection (a).
