Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. PROHIBITING MULTIPLE SUBJECTS IN SINGLE 1 BILL. 2 (a) IN GENERAL.—Each bill, order, resolution, or 3 vote submitted by Congress to the President under section 4 7 of article I of the Constitution of the United States shall 5 embrace no more than one subject, and that subject shall 6 be clearly and descriptively expressed in the title of the 7 bill, order, resolution or vote. 8 (b) EFFECTIVE DATE.—Subsection (a) shall apply 9 with respect to the One Hundred Eighteenth Congress and 10 each succeeding Congress. 11 SEC. 3.
