Total outlays for any fiscal year shall 2 not exceed total receipts for that fiscal year, unless two- 3 thirds of the whole number of each House of Congress 4 shall provide by law for a specific excess of outlays over 5 receipts by a rollcall vote. 6 ‘‘SECTION 2. Prior to each fiscal year, the President 7 shall transmit to the Congress a proposed budget for the 8 United States Government for that fiscal year in which 9 total outlays do not exceed total receipts. 10 ‘‘SECTION 3. The Congress may waive the provisions 11 of this article for any fiscal year in which a declaration 12 of war is in effect by a rollcall vote. 13 ‘‘SECTION 4. The Congress may waive the provisions 14 of this article for any fiscal year in which a declaration 15 of national emergency is in effect, as so declared by a joint 16 resolution, adopted by a majority of the whole number of 17 each House, which becomes law. 18 ‘‘SECTION 5.
