A BILL
To prohibit the purchase of public or private real estate
located in the United States by foreign adversaries and
state sponsors of terrorism.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Protecting our Land
4
Act’’.

SEC. 2. PROHIBITION ON PURCHASE OF PUBLIC OR PRI-

VATE REAL ESTATE LOCATED IN THE UNITED

STATES
BY
FOREIGN
ADVERSARIES
AND
3
STATE SPONSORS OF TERRORISM.

(a) IN GENERAL.—Notwithstanding any other provi-
5
sion of law, the President shall direct the heads of the
6
Federal departments and agencies to promulgate rules
7
and regulations to prohibit the purchase of public or pri-
8
vate real estate located in the United States by a foreign
9
adversary, a state sponsor of terrorism, any agent or in-
10
strumentality of a foreign adversary or a state sponsor of
11
terrorism, or any person owned or controlled by, or affili-
12
ated with, a foreign adversary or a state sponsor of ter-
13
rorism.

(b) DEFINITIONS.—In this section—
15
(1) the term ‘‘foreign adversary’’ means any
16
foreign government or foreign nongovernment person
17
engaged in a long-term pattern or serious instances
18
of conduct significantly adverse to the national secu-
19
rity of the United States or security and safety of
20
United States persons;
21
(2) the term ‘‘state sponsor of terrorism’’
22
means a country the government of which the Sec-
23
retary of State determines has repeatedly provided
24
support for international terrorism pursuant to—

States, the District of Columbia, the Commonwealth

of Puerto Rico, the Commonwealth of the Northern
11
Mariana Islands, American Samoa, Guam, the
12
United States Virgin Islands, and any other terri-
13
tory or possession of the United States.
