Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Save America’s Valu- 4 able Energy Act’’ or the ‘‘SAVE Act’’. 5 SEC. 2. PROHIBITION ON SALES TO CERTAIN ENTITIES. 1 ‘‘The Secretary shall prohibit the sale of petroleum 2 products drawn down from the Strategic Petroleum Re- 3 serve, under any provision of law, to any entity 4 headquartered in— 5 ‘‘(1) a country listed in table 1 to paragraph 6 (d)(1) under section 126.1 of title 22, Code of Fed- 7 eral Regulations, as in effect on the date of enact- 8 ment of this section; or 9 ‘‘(2) Russia.’’. 10 (b) CONFORMING AMENDMENTS.— 11 (1) DRAWDOWN AND SALE OF PETROLEUM 12 PRODUCTS.—Section 161(a) of the Energy Policy 13 and Conservation Act (42 U.S.C. 6241(a)) is 14 amended by inserting ‘‘and section 170’’ before the 15 period at the end. 16 (2) TABLE OF CONTENTS.—The table of con- 17 tents for the Energy Policy and Conservation Act is 18 amended by inserting after the item relating to sec- 19 tion 169 the following: 20 ‘‘Sec. 170.
