Congress and the States may regulate 4 and impose reasonable viewpoint-neutral limitations on the 5 raising and spending of money by candidates and others 6 to influence elections. 7 ‘‘SECTION 2. Congress and the States may regulate 8 and enact systems of public campaign financing, including 9 those designed to restrict the influence of private wealth 10 by offsetting the raising and spending of money by can- 11 didates and others to influence elections with increased 12 public funding. 13 ‘‘SECTION 3.
