submitted the following joint resolution; which was referred to the Com-
mittee on the Judiciary
JOINT RESOLUTION
Proposing an amendment to the Constitution of the United
States relating to the authority of Congress and the
States to regulate contributions and expenditures in-
tended to affect elections and to enact public financing
systems for political campaigns.
Resolved by the Senate and House of Representatives

of the United States of America in Congress assembled
2
(two-thirds of each House concurring therein), That the fol-
3
lowing article is proposed as an amendment to the Con-
4
stitution of the United States, which shall be valid to all
5
intents and purposes as part of the Constitution when
6
ratified by the legislatures of three-fourths of the several

States within seven years after the date of its submission

for ratification:

‘‘ARTICLE —
3
‘‘SECTION 1. Congress and the States may regulate
4
and impose reasonable viewpoint-neutral limitations on the
5
raising and spending of money by candidates and others
6
to influence elections.

‘‘SECTION 2. Congress and the States may regulate
8
and enact systems of public campaign financing, including
9
those designed to restrict the influence of private wealth
10
by offsetting the raising and spending of money by can-
11
didates and others to influence elections with increased
12
public funding.

‘‘SECTION 3. Congress and the States shall have
14
power to implement and enforce this article by appropriate
15
legislation, and may distinguish between natural persons
16
and corporations or other artificial entities created by law,
17
including by prohibiting such entities from spending
18
money to influence elections.

‘‘SECTION 4. Nothing in this article shall be con-
20
strued to grant Congress or the States the power to
21
abridge the freedom of the press.’’.
