lowing bill; which was referred to the Committee on Education and the

A BILL
To prohibit the provision of Federal funds to a labor organi-
zation the members of which are education professionals.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘No Federal Funding
4
for Teacher’s Unions Act’’.

SEC. 2. PROHIBITION ON FEDERAL FUNDS FOR CERTAIN

LABOR ORGANIZATIONS.

(a) IN GENERAL.—No Federal funds may be pro-

vided to a labor organization the members of which are
4
education professionals.
5
(b) DEFINITIONS.—In this section:
6
(1) EDUCATION
PROFESSIONAL.—The term
7
‘‘education professional’’ means an individual who is
8
employed by an elementary school, secondary school,
9
local educational agency, State educational agency,
10
or institution of higher education.
11
(2) ESEA TERMS.—The terms ‘‘elementary
12
school’’, ‘‘local educational agency’’, ‘‘secondary
13
school’’, and ‘‘State educational agency’’ have the
14
meanings given such terms in section 8101 of the
15
Elementary and Secondary Education Act of 1965
16
(20 U.S.C. 7801).

(3) INSTITUTION OF HIGHER EDUCATION.—The
18
term ‘‘institution of higher education’’ has the
19
meaning given such term in section 101 of the High-
20
er Education Act (20 U.S.C. 1001).

(4) LABOR ORGANIZATION.—The term ‘‘labor
22
organization’’ has the meaning given such term in
23
section 2(5) of the National Labor Relations Act (29
24
U.S.C. 152(5)).
