Mr. GOOD of Virginia (for himself, Mr. ROSENDALE, Mr. TIFFANY, Mr.
GAETZ, Mrs. MILLER of Illinois, and Mr. MASSIE) introduced the fol-
lowing bill; which was referred to the Committee on Appropriations, and
in addition to the Committee on Foreign Affairs, for a period to be subse-
quently determined by the Speaker, in each case for consideration of such
provisions as fall within the jurisdiction of the committee concerned

To provide appropriations for a border wall and provide
for a moratorium on certain other funding, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Close Biden’s Open
4
Border Act’’.
5
SEC. 2. BORDER WALL FUNDING.

(a) IN GENERAL.—There is appropriated, out of any
7
amounts in the Treasury not otherwise appropriated,

$15,000,000,000 for the Secretary of Homeland Security
1
to construct a border wall along the southern border of
2
the United States. To the extent available, such amounts
3
shall be derived from the unobligated balance of amounts
4
appropriated (as of the day before the date of the enact-
5
ment of this Act) for the purpose described in subsection
6
(b).

(b) MORATORIUM.—Notwithstanding any other pro-
8
vision of law, no amounts may be authorized to be appro-
9
priated or otherwise made available, during the 2-year pe-
10
riod beginning on the date of the enactment of this Act,
11
for United States contributions to the United Nations.
