A BILL
To amend the Food, Agriculture, Conservation, and Trade
Act of 1990 to include additional priorities as research
and extension initiatives, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Land Grant Research
4
Prioritization Act of 2023’’.

SEC. 2. ADDITIONAL RESEARCH AND EXTENSION PRIOR-

ITIES.

Section 1672(d) of the Food, Agriculture, Conserva-
3
tion, and Trade Act of 1990 (7 U.S.C. 5925(d)) is amend-
4
ed by adding at the end the following:
5
‘‘(21) ADVANCED
MECHANIZED
HARVESTER
6
TECHNOLOGIES RESEARCH AND EXTENSION.—
7
‘‘(A) IN GENERAL.—Research and exten-
8
sion grants may be made under this section for
9
the purpose of developing and evaluating tech-
10
nologies to mechanize agricultural processes.
11
‘‘(B)
EMPHASIS.—In
awarding
grants
12
under subparagraph (A), the Secretary may
13
place emphasis on mechanizing the process for
14
harvesting specialty crops.
15
‘‘(22) AGRICULTURAL APPLICATION OF ARTIFI-
16
CIAL INTELLIGENCE RESEARCH AND EXTENSION.—
17
‘‘(A) IN GENERAL.—Research and exten-
18
sion grants may be made under this section for
19
the purpose of developing and evaluating agri-
20
cultural uses of artificial intelligence.
21
‘‘(B)
EMPHASIS.—In
awarding
grants
22
under subparagraph (A), the Secretary may
23
place emphasis on uses of artificial intelligence
24
that improve specialty crop production.

‘‘(23) INVASIVE SPECIES RESEARCH AND EX-

TENSION.—Research and extension grants may be
2
made under this section for the purpose of sup-
3
porting research projects at land-grant colleges and
4
universities (as defined in section 1404 of the Na-
5
tional Agricultural Research, Extension, and Teach-
6
ing Policy Act of 1977 (7 U.S.C. 3103)) to develop
7
and apply methods to manage and eradicate invasive
8
species of plants and animals, including through
9
methods of biocontrol.

‘‘(24) AQUACULTURE RESEARCH AND EXTEN-
11
SION.—Research and extension grants may be made
12
under this section for the purpose of supporting re-
13
search projects at land-grant colleges and univer-
14
sities (as defined in section 1404 of the National Ag-
15
ricultural Research, Extension, and Teaching Policy
16
Act of 1977 (7 U.S.C. 3103)) to develop and apply
17
aquaculture methods, including through the propa-
18
gation and rearing of economically and ecologically
19
valuable aquatic and marine species.’’.
