Resolved, That at any time after adoption of this reso-

lution the Speaker may, pursuant to clause 2(b) of rule
2
XVIII, declare the House resolved into the Committee of
3
the Whole House on the state of the Union for consider-
4
ation of the bill (H.R. 3564) to cancel recent changes
5
made by the Federal Housing Finance Agency to the up-
6
front loan level pricing adjustments charged by Fannie
7
Mae and Freddie Mac for guarantee of single-family mort-
8
gages, and for other purposes. The first reading of the
9
bill shall be dispensed with. All points of order against
10
consideration of the bill are waived. General debate shall
11
be confined to the bill and amendments specified in this
12
section and shall not exceed one hour equally divided and
13
controlled by the chair and ranking minority member of
14
the Committee on Financial Services or their respective
15
designees. After general debate the bill shall be considered
16
for amendment under the five-minute rule. In lieu of the
17
amendment in the nature of a substitute recommended by
18
the Committee on Financial Services now printed in the
19
bill, an amendment in the nature of a substitute consisting
