To amend the Food, Agriculture, Conservation, and Trade Act of 1990
to modify the areas of focus for centers of excellence at 1890 Institutions,
and for other purposes.

Mr. BROWN (for himself and Mr. WARNOCK) introduced the following bill;
which was read twice and referred to the Committee on Agriculture, Nu-
trition, and Forestry
A BILL
To amend the Food, Agriculture, Conservation, and Trade
Act of 1990 to modify the areas of focus for centers
of excellence at 1890 Institutions, and for other pur-
poses.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘1890s Advancing and
4
Building Leadership and Excellence Opportunity Act of
5
2023’’.

SEC. 2. CENTERS OF EXCELLENCE AT 1890 INSTITUTIONS.

Section 1673(d) of the Food, Agriculture, Conserva-
2
tion, and Trade Act of 1990 (7 U.S.C. 5926(d)) is amend-
3
ed—
4
(1) in paragraph (1), by inserting ‘‘but not
5
more than 10’’ after ‘‘not less than 3’’;
6
(2) in paragraph (2), by adding at the end the
7
following:
8
‘‘(G) CLIMATE CHANGE.—A center of ex-
9
cellence established under paragraph (1) may
10
focus on climate change adaption and mitiga-
11
tion, soil health and carbon sequestration, nu-
12
trient and manure management, advanced graz-
13
ing management and crop-livestock integration,
14
perennial production systems, agroforestry, on-
15
farm and food system energy efficiency and re-
16
newable energy production, and food waste re-
17
duction.

‘‘(H) FORESTRY
RESILIENCE
AND
CON-
19
SERVATION.—A center of excellence established
20
under paragraph (1) may focus on fostering
21
forest conservation, agroforestry, enhancing for-
22
est resilience to climate change, and urban and
23
community forestry programs to promote bio-
24
diversity and environmental health.

‘‘(I) FOOD SAFETY, BIOPROCESSING, AND
1
VALUE-ADDED AGRICULTURE.—A center of ex-
2
cellence established under paragraph (1) may
3
focus on food safety, bioprocessing, value-added
4
agriculture enterprise development, and innova-
5
tive food and agriculture product development.

‘‘(J) FOOD AND AGRICULTURAL SCIENCES
7
AND THE SOCIAL SCIENCES.—A center of excel-
8
lence established under paragraph (1) may
9
focus on the integration of the social sciences,
10
including economics, psychology, rural soci-
11
ology, and other social sciences and data
12
sciences, into the food and agricultural sciences
13
to develop comprehensive solutions to issues im-
14
pacting underserved farmers and commu-
15
nities.’’; and
16
(3) in paragraph (3), by striking ‘‘$10,000,000
17
for each of fiscal years 2019 through 2023’’ and in-
18
serting ‘‘$50,000,000 for each of fiscal years 2024
19
through 2028’’.
