SHORT TITLE. 1 This Act may be cited as the ‘‘Comprehensive Addic- 2 tion Recovery through Effective Employment and Reentry 3 Act of 2023’’ or the ‘‘CAREER Act of 2023’’. 4 SEC. 2. TREATMENT, RECOVERY, AND WORKFORCE SUP- 5 PORT GRANTS. 6 Section 7183 of the SUPPORT for Patients and 7 Communities Act (42 U.S.C. 290ee–8) is amended— 8 (1) in subsection (b), by inserting ‘‘each’’ before 9 ‘‘for a period’’; 10 (2) by amending subsection (c)(2) to read as 11 follows: 12 ‘‘(2) RATES.—The rates described in this para- 13 graph are the following: 14 ‘‘(A) The amount by which the average 15 rate of drug overdose deaths in the State, ad- 16 justed for age, for the period of 5 calendar 17 years for which there is available data, includ- 18 ing if necessary provisional data, immediately 19 preceding the grant cycle (which shall be the 20 period of calendar years 2018 through 2022 for 21 the first grant cycle following the enactment of 22 the Comprehensive Addiction Recovery through 23 Effective Employment and Reentry Act of 24 2023) is above the average national overdose 25 mortality rate, as determined by the Director of 26 VerDate Sep 11 2014 04:53 Jul 15, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4088.IH H4088 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •HR 4088 IH the Centers for Disease Control and Prevention, 1 for the same period. 2 ‘‘(B) The amount by which the average 3 rate of unemployment for the State, based on 4 data provided by the Bureau of Labor Statis- 5 tics, for the period of 5 calendar years for 6 which there is available data, including if nec- 7 essary provisional data, immediately preceding 8 the grant cycle (which shall be the period of cal- 9 endar years 2018 through 2022 for the first 10 grant cycle following the enactment of the Com- 11 prehensive Addiction Recovery through Effec- 12 tive Employment and Reentry Act of 2023) is 13 above the national average for the same period. 14 ‘‘(C) The amount by which the average 15 rate of labor force participation in the State, 16 based on data provided by the Bureau of Labor 17 Statistics, for the period of 5 calendar years for 18 which there is available data, including if nec- 19 essary provisional data, immediately preceding 20 the grant cycle (which shall be the period of cal- 21 endar years 2018 through 2022 for the first 22 grant cycle following the enactment of the Com- 23 prehensive Addiction Recovery through Effec- 24 tive Employment and Reentry Act of 2023) is 25 VerDate Sep 11 2014 04:53 Jul 15, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H4088.IH H4088 pbinns on DSKJLVW7X2PROD with $$_JOB 4 •HR 4088 IH below the national average for the same pe- 1 riod.’’; 2 (3) in subsection (g)— 3 (A) in paragraphs (1) and (3), by redesig- 4 nating subparagraphs (A) and (B) as clauses 5 (i) and (ii), respectively, and adjusting the mar- 6 gins accordingly; 7 (B) by redesignating paragraphs (1) 8 through (3) as subparagraphs (A) through (C), 9 respectively, and adjusting the margins accord- 10 ingly; 11 (C) by striking ‘‘An entity’’ and inserting 12 the following: 13 ‘‘(1) IN GENERAL.—An entity’’; and 14 (D) by adding at the end the following: 15 ‘‘(2) TRANSPORTATION SERVICES.—An entity 16 receiving a grant under this section may use the 17 funds for providing transportation for individuals to 18 participate in an activity supported by a grant under 19 this section, which transportation shall be to or from 20 a place of work or a place where the individual is re- 21 ceiving vocational education or job training services 22 or receiving services directly linked to treatment of 23 or recovery from a substance use disorder.’’; 24 (4) in subsection (j)— 25 VerDate Sep 11 2014 04:53 Jul 15, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H4088.IH H4088 pbinns on DSKJLVW7X2PROD with $$_JOB 5 •HR 4088 IH (A) in paragraph (1), by inserting ‘‘for 1 each grant cycle’’ after ‘‘grant period’’; and 2 (B) in paragraph (2)— 3 (i) in the matter preceding subpara- 4 graph (A)— 5 (I) by striking ‘‘the preliminary 6 report’’ and inserting ‘‘each prelimi- 7 nary report’’; and 8 (II) by inserting ‘‘for the grant 9 cycle’’ after ‘‘final report’’; and 10 (ii) in subparagraph (A), by striking 11 ‘‘(g)(3)’’ and inserting ‘‘(g)(1)(C)’’; and 12 (5) in subsection (k), by striking ‘‘$5,000,000 13 for each of fiscal years 2019 through 2023’’ and in- 14 serting ‘‘$12,000,000 for each of fiscal years 2024 15 through 2028’’. 16 Æ VerDate Sep 11 2014 04:53 Jul 15, 2023 Jkt 039200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H4088.IH H4088 pbinns on DSKJLVW7X2PROD with $$_JOB
