was referred to the Committee on Education and the Workforce
A BILL
To amend the Higher Education Act of 1965 to include
certain part B institutions to be eligible for certain
grants, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Growing Reputable
4
Academic Departments Act’’ or the ‘‘GRAD Act’’.
5
SEC. 2. GRADUATE EDUCATION PROGRAMS.

(a) HISTORICALLY BLACK COLLEGES AND UNIVER-
7
SITIES.—Section 723 of the Higher Education Act of
8
1965 (20 U.S.C. 1136a) is amended—

(1) in subsection (b)(1), by adding at the end

the following:

‘‘(S) A part B institution (as defined in
3
section 322) that—
4
‘‘(i) offers a qualified masters degree
5
program; and
6
‘‘(ii) is not listed under subparagraphs
7
(A) through (R).’’; and
8
(2) in subsection (f)(3), in the matter preceding
9
subparagraph (A)—
10
(A) by striking ‘‘any amount in excess of
11
$9,000,000’’ and inserting ‘‘after the applica-
12
tion of paragraph (2), the remaining amount’’;
13
and
14
(B) by striking ‘‘(R)’’ and inserting ‘‘(S)’’.

(b) PREDOMINANTLY BLACK INSTITUTIONS.—Sec-
16
tion 724 of the Higher Education Act of 1965 (20 U.S.C.
17
1136b) is amended—

(1) in subsection (b)(1), by adding at the end
19
the following:
20
‘‘(F) A Predominantly Black Institution
21
(as defined in section 318) that—
22
‘‘(i) offers a qualified masters degree
23
program; and
