A BILL
To amend the SUPPORT for Patients and Communities
Act to reauthorize the Recovery Housing Program.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Recovery Housing Sta-
4
bility and Support Act of 2023’’.
5
SEC. 2. REAUTHORIZATION OF THE RECOVERY HOUSING
6
PROGRAM.
7
(a) IN GENERAL.—Section 8071 of the SUPPORT
8
for Patients and Communities Act (42 U.S.C. 5301 note;
9
Public Law 115–271) is amended—

(1) by striking the section heading and insert-

ing ‘‘RECOVERY HOUSING PROGRAM’’;
2
(2) in subsection (a), by striking ‘‘such sums as
3
may be necessary for each of fiscal years 2019
4
through 2023’’ and inserting ‘‘$30,000,000 for each
5
of fiscal years 2024 through 2028’’;

(3) in subsection (b)—

(A) in paragraph (1), by striking ‘‘not
8
later than 60 days after the date of enactment
9
of this Act’’ and inserting ‘‘not later than 60
10
days after the date of enactment of the Recov-
11
ery Housing Stability and Support Act of

2023’’; and

(B) in paragraph (2)(B)(i)—

(i) in subclause (I), by striking ‘‘for
15
calendar years 2013 through 2017’’ and
16
inserting ‘‘for the period of 5 calendar
17
years for which there is available data, in-
18
cluding if necessary provisional data, im-
19
mediately preceding the grant cycle (which
20
shall be the period of calendar years 2018
21
through 2022 for the first grant cycle fol-
22
lowing the enactment of the Recovery
23
Housing Stability and Support Act of
24
2023)’’;

the Recovery Housing Stability and Sup-

port Act of 2023).’’; and

(4) in subsection (f), by striking ‘‘For the 2-
22
year period following the date of enactment of this
23
Act, the’’ and inserting ‘‘The’’.

(b) CLERICAL AMENDMENT.—The table of contents

in section 1(b) of the SUPPORT for Patients and Com-

munities Act (Public Law 115–271; 132 Stat. 3894) is

amended by striking the item relating to section 8071 and
4
inserting the following:

‘‘Sec. 8071. Recovery Housing Program.’’.
