AN ACT
To prohibit the use of funds supporting any activities within
the Xinjiang Uyghur Autonomous Region of the People’s
Republic of China.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘No Dollars to Uyghur
2
Forced Labor Act’’.
3
SEC. 2. PROHIBITION ON USE OF FUNDS SUPPORTING ANY
4
ACTIVITIES WITHIN THE XINJIANG UYGHUR
5
AUTONOMOUS REGION OF THE PEOPLE’S RE-
6
PUBLIC OF CHINA.

(a) IN GENERAL.—No funds available to the Depart-
8
ment of State or the United States Agency for Inter-
9
national Development may be used to develop, design,
10
plan, promulgate, implement, or execute a policy, pro-
11
gram, or contract that knowingly uses goods, wares, arti-
12
cles, or merchandise mined, produced, or manufactured
13
wholly or in part in the Xinjiang Uyghur Autonomous Re-
14
gion of the People’s Republic of China or produced by a
15
covered entity, unless such activity is specifically author-
16
ized pursuant to subsection (b).

(b) SPECIFIC AUTHORIZATION.—The Secretary of
18
State may specifically authorize an activity otherwise pro-
19
hibited by subsection (a) if—
20
(1) the Secretary—
21
(A) obtains in writing an assurance from
22
the relevant program partner, implementor, or
23
contractor that such partner, implementor, or
24
contractor—

(i) will not use goods, wares, articles,

or merchandise mined, produced, or manu-
2
factured wholly or in part in Xinjiang
3
Uyghur Autonomous Region of the PRC
4
with respect to the program; and
5
(ii) will develop a system to ensure
6
compliance with the requirements in sub-
7
section (a); and
8
(B) provides notice to the Chair and Rank-
9
ing Member of the Committee on Foreign Af-
10
fairs of the House of Representatives and the
11
Chair and Ranking Member of the Committee
12
on Foreign Relations of the Senate not later
13
than 15 days before authorizing the activity;
14
and
15
(2) the activity is not otherwise prohibited.

(c) REPORT.—The Secretary of State shall submit to
17
the Committee on Foreign Affairs of the House of Rep-
18
resentatives and the Committee on Foreign Relations of
19
the Senate a report on an annual basis for three years
20
that describes—
21
(1) all activities prohibited by subsection (a)
22
that were carried out in violation of such prohibition
23
and not specifically authorized pursuant to sub-
24
section (b) in the previous year;

(2) any challenges in enforcing the require-
1
ments of this section; and
2
(3) a plan to improve enforcement of the re-
3
quirements of this section.

(e) DEFINITIONS.—In this section:
5
(1) The term ‘‘covered entity’’ means an entity
6
listed pursuant to clause (i), (ii), (iv), or (v) of sec-
7
tion 2(d)(2)(B) of Public Law 117–78 (135 Stat.
8
1527) under the strategy developed by section 2(c)
9
of such Public Law 117–78.
10
(2) The term ‘‘forced labor’’ has the meaning
11
given that term in section 307 of the Tariff Act of
12
1930 (19 U.S.C. 1307).
