Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Small Business Regu-
4
latory Reduction Act’’.
5
SEC. 2. SMALL BUSINESS ADMINISTRATION RULEMAKING
6
COSTS TO SMALL BUSINESS CONCERNS.

(a) IN GENERAL.—The Administrator shall ensure
8
that the small business regulatory budget for a fiscal year
9
is not greater than zero.
10
(b) REPORT.—Not later than 60 days after the last day
11
of a fiscal year, the Administrator shall submit to Congress
12
a report on any regulations issued by other Federal agencies
13
that have an impact on small business concerns. Such re-
14
port shall include rules issued during the fiscal year pre-
15
ceding and the fiscal year following the date of the report
16
and such rules shall be disaggregated by the issuing Federal
17
agency.

(c) SMALL BUSINESS REGULATORY BUDGET DE-
19
FINED.—In this section, the term ‘‘small business regu-
20
latory budget’’ means the cost to small business concerns
21
(as defined under section 3 of the Small Business Act (15
22
U.S.C. 632)) of rulemaking (including the cost of a new
23
rule and any modification to or repeal of a rule) by the
24
Administrator of the Small Business Administration.

SEC. 3. COMPLIANCE WITH CUTGO.

No additional amounts are authorized to be appro-

priated to carry out this Act. Such Act shall be carried out

using amounts otherwise appropriated to the Administrator

of the Small Business Administration.
