Impeaching Joseph R. Biden, Jr., President of the United
States, for high crimes and misdemeanors.
Resolved, That Joseph Robinette Biden, Jr., is im-

peached for high crimes and misdemeanors and that the

following articles of impeachment be exhibited to the

United States Senate:

ARTICLE I: ABUSE OF POWER
4

The Constitution provides that the House of Rep-
6
resentatives ‘‘shall have the sole Power of Impeachment’’
7
and that the President of the United States ‘‘shall be re-
8
moved from Office on Impeachment for, and Conviction
9
of, Treason, Bribery, or other high Crimes and Mis-
10
demeanors’’. In his conduct as President of the United
11
States—and in violation of his constitutional oath faith-
12
fully to execute the office of the President of the United
13
States and, to the best of his ability, preserve, protect,
14
and defend the Constitution of the United States, and in
15
violation of his constitutional duty to take care that the
16
laws be faithfully executed—Joseph R. Biden, Jr., has
17
abused the powers of the office of the President of the
18
United States, in that:

Using the powers of his high office, President Biden
20
has knowingly presided over an executive branch that has
21
continuously, overtly, and consistently violated Federal
22
immigration law by pursuing an aggressive, open-borders
23
agenda by purposefully and knowingly releasing more than
24
2,000,000 illegal aliens into the interior of the United
25
States without the intention or ability to ensure that they
26

appear in immigration court to face asylum or deportation
1
proceedings.

President Biden has intentionally facilitated a com-
3
plete and total invasion at the southern border. President
4
Biden ended the Migrant Protection Protocols to require
5
aliens seeking asylum to remain in Mexico while being
6
processed by the Department of Homeland Security.
7
President Biden has closed Department of Homeland Se-
8
curity detention facilities and refused to cooperate with
9
State and local law enforcement officials in securing the
10
border. He has allowed illegal aliens to enter the United
11
States as asylum seekers despite knowing they did not
12
qualify for asylum. President Biden has pursued this
13
open-border agenda purposefully and willfully, circum-
14
venting every safeguard, check, and balance required by
15
law, resulting in mass illegal immigration into the United
16
States, to the detriment of the American people.

President Biden, with such conduct, has dem-
18
onstrated a failure to uphold Federal immigration law,
19
violating his oath to the Constitution if allowed to remain
20
in office, and has acted in a manner grossly incompatible
21
with the rule of law and to the manifest injury of the peo-
22
ple of the United States.

Wherefore, President Biden, by such conduct, war-
24
rants impeachment and trial, removal from office, and dis-

ARTICLE II: DERELICTION OF DUTY

The Constitution provides that the House of Rep-

moved from Office on Impeachment for, and Conviction

of, Treason, Bribery, or other high Crimes and Mis-
9
demeanors’’. In his conduct as President of the United
10
States—and in violation of his constitutional oath faith-
11
fully to execute the office of the President of the United
12
States and, to the best of his ability, preserve, protect,
13
and defend the Constitution of the United States, and in
14
violation of his constitutional duty to take care that the
15
laws be faithfully executed—Joseph R. Biden, Jr., has ne-
16
glected the constitutional duty of the office of the Presi-
17
dent of the United States, in that:

Neglecting the powers of his high office, President
19
Biden has abandoned his duties to ensure that the laws
20
are faithfully executed and upheld, by presiding over an
21
executive branch that has continually, overtly, and consist-
22
ently refused to enforce the Nation’s immigration laws and
23
secure the southern border. President Biden has endan-
24
gered the security of the United States and the health and
25
safety of the American people. President Biden has caused

a national security crisis and is endangering the lives of
1
the American people.

President Biden has presided over the largest influx
3
of illegal immigrants in American history, and as evidence
4
of his dereliction, the deportation cases pursued by his ad-
5
ministration are at historic lows. President Biden’s neg-
6
ligence of duty has resulted in the surrender of operational
7
control of the border to the complete and total control of
8
foreign, criminal cartels—putting the lives of American
9
citizens in jeopardy. On President Biden’s watch, illegal
10
aliens have been processed and released into the interior
11
of the country under a mass system of parole, contrary
12
to the clear terms of Federal immigration law. Utilizing
13
the ‘‘CBP ONE’’ program, the executive branch will re-
14
lease nearly 40,000 illegal aliens per month into the
15
United States. He has failed to uphold the mandatory de-
16
tention and deportation provisions of immigration laws,
17
resulting in the mass entry of inadmissible aliens and the
18
continued presence of deportable aliens. Through this
19
complete and total dereliction of duty and extreme absence
20
in oversight of his own administration’s policies, President
21
Biden has allowed more than 1,500,000 illegal immigrants
22
to invade the southern border. On Joe Biden’s watch, il-
23
licit fentanyl has killed more than 100,000 American citi-
24
zens. In fiscal year 2023, U.S. Customs and Border Patrol
