SHORT TITLE. 1 This Act may be cited as the ‘‘United States-Israel 2 Health Technologies Cooperation Act’’. 3 SEC. 2. BILATERAL COOPERATIVE AGREEMENT. 4 (a) AUTHORIZATION OF APPROPRIATIONS.—There is 5 authorized to be appropriated to the Secretary of Health 6 and Human Services $4,000,000 for each of fiscal years 7 2024 through 2026 for a bilateral cooperative program 8 with the Government of Israel for awarding grants for the 9 development of health technologies, including such tech- 10 nologies described in subsection (b), subject to subsection 11 (c), with an emphasis on collaboratively advancing the use 12 of technology, personalized medicine, and data in relation 13 to emerging infectious diseases. 14 (b) TYPES OF HEALTH TECHNOLOGIES.—The health 15 technologies described in this subsection shall include 16 technologies such as artificial intelligence, drugs and vac- 17 cinations, respiratory assist devices, diagnostic tests, and 18 telemedicine. 19 (c) RESTRICTIONS ON FUNDING.—The funding 20 under subsection (a) is subject to a matching contribution 21 from the Government of Israel. 22 (d) OPTION FOR ESTABLISHING NEW PROGRAM.— 23 The amounts appropriated under subsection (a) may be— 24 (1) for a bilateral program with the Govern- 25 ment of Israel that is in existence on the day before 26 VerDate Sep 11 2014 04:52 Jul 15, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4076.IH H4076 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •HR 4076 IH the date of enactment of this Act for the purposes 1 described in such subsection; or 2 (2) for a bilateral program with the Govern- 3 ment of Israel that is established after the date of 4 enactment of this Act by the Secretary of Health 5 and Human Services, in consultation with the Sec- 6 retary of State, in accordance with the Agreement 7 between the Government of the United States of 8 America and the Government of the State of Israel 9 on Cooperation in Science and Technology for 10 Homeland Security Matters, done at Jerusalem May 11 29, 2008 (or a successor agreement), for the pur- 12 poses described in subsection (a). 13 Æ VerDate Sep 11 2014 04:52 Jul 15, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H4076.IH H4076 pbinns on DSKJLVW7X2PROD with $$_JOB
