Ms. KUSTER (for herself and Mr. CARTER of Georgia) introduced the fol-
lowing bill; which was referred to the Committee on Energy and Com-
merce, and in addition to the Committee on the Judiciary, for a period
to be subsequently determined by the Speaker, in each case for consider-
ation of such provisions as fall within the jurisdiction of the committee
concerned
A BILL
To provide for the review of the scheduling under the Con-
trolled Substances Act of buprenorphine-naloxone com-
bination products, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Studying Suboxone
4
Act’’.

2.
REVIEWING
THE
SCHEDULING
OF

BUPRENORPHINE-NALOXONE COMBINATION

PRODUCTS.

(a) SECRETARY OF HHS.—The Secretary of Health
4
and Human Services shall—
5
(1) review and, as appropriate, update the sci-
6
entific and medical evaluation conducted under sec-
7
tion 201(b) of the Controlled Substance Act (21
8
U.S.C. 811(b)) with respect to buprenorphine-
9
naloxone combination products; and
10
(2) update, as necessary, the Secretary’s sched-
11
uling recommendation under such section with re-
12
spect to such products.

(b) ATTORNEY GENERAL.—The Attorney General
14
shall—
15
(1) review the recommendations provided by the
16
Secretary under subsection (a), and all other rel-
17
evant data with respect to the scheduling of
18
buprenorphine-naloxone combination products;
19
(2) consider the factors listed in subsection (c)
20
of section 201 of the Controlled Substance Act (21
21
U.S.C. 811) with respect to such products; and
22
(3) consistent with such section 201, make such
23
scheduling changes with respect to such products as
24
the Secretary may determine appropriate.
