A BILL
To amend the Food Security Act of 1985 to include Indian
Tribes in certain provisions relating to priority resource
concerns.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Tribal Conservation
4
Priorities Inclusion Act’’.

SEC. 2. INCLUSION OF INDIAN TRIBES IN PROVISIONS RE-

LATING TO PRIORITY RESOURCE CONCERNS.

(a) ENVIRONMENTAL QUALITY INCENTIVES PRO-
3
GRAM.—Section 1240A(7) of the Food Security Act of
4
1985 (16 U.S.C. 3839aa–1(7)) is amended—
5
(1) in subparagraph (A)—
6
(A) by inserting ‘‘tribal,’’ before ‘‘or local’’;
7
and
8
(B) by inserting ‘‘or an area on tribal land
9
(as defined in section 2601 of the Energy Pol-
10
icy Act of 1992 (25 U.S.C. 3501))’’ after ‘‘of
11
a State’’; and
12
(2) in subparagraph (B), by inserting ‘‘or on
13
tribal land (as so defined)’’ after ‘‘State or region’’.

(b) CONSERVATION STEWARDSHIP PROGRAM.—Sec-
15
tion 1240I(5) of the Food Security Act of 1985 (16 U.S.C.
16
3839aa–21(5)) is amended—
17
(1) in subparagraph (A)—
18
(A) by inserting ‘‘tribal,’’ before ‘‘or local’’;
19
and
20
(B) by inserting ‘‘or an area on tribal land
21
(as defined in section 2601 of the Energy Pol-
22
icy Act of 1992 (25 U.S.C. 3501))’’ after ‘‘of
23
a State’’; and
24
(2) in subparagraph (B), by inserting ‘‘or on
25
tribal land (as so defined)’’ after ‘‘State or region’’.

CONTRACTS.—Section
1
1240K(b)(3) of the Food Security Act of 1985 (16 U.S.C.

3839aa–23(b)(3)) is amended—

(1) by striking ‘‘that the Secretary determines
4
are’’ and inserting ‘‘as the Secretary determines to
5
be’’; and
6
(2) by inserting ‘‘tribal,’’ before ‘‘and local’’.

(d)
CRITICAL
CONSERVATION
AREAS.—Section
8
1271F(a)(2)(C) of the Food Security Act of 1985 (16
9
U.S.C. 3871f(a)(2)(C)) is amended by inserting ‘‘tribal,’’
10
before ‘‘or local’’.

(e) TECHNICAL CORRECTION.—Section 1201(a)(14)
12
of the Food Security Act of 1985 (16 U.S.C. 3801(a)(14))
13
is amended—
14
(1) by striking ‘‘section 4(e)’’ and inserting
15
‘‘section 4’’; and
16
(2) by
striking
‘‘450b(e)’’
and
inserting
17
‘‘5304’’.
