Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Woman on the Twenty 4 Act of 2023’’. 5 SEC. 2. The 8 Board of Governors of the Federal Reserve System 9 issued new paper money called Federal Reserve 10 notes. 11 (4) The Secretary of the Treasury has histori- 12 cally selected the designs shown on Federal Reserve 13 notes with the advice of the Bureau of Engraving 14 and Printing. 15 (5) United States Federal Reserve notes now in 16 production bear the following portraits: 17 (A) President George Washington on the 18 $1 bill. 19 (B) President Thomas Jefferson on the $2 20 bill. 21 (C) President Abraham Lincoln on the $5 22 bill. 23 (D) Alexander Hamilton on the $10 bill. 24 VerDate Sep 11 2014 01:05 Jul 12, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4010.IH H4010 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 4010 IH (E) President Andrew Jackson on the $20 1 bill. 2 (F) President Ulysses S. Grant on the $50 3 bill. 4 (G) Benjamin Franklin on the $100 bill. 5 (6) There are also several denominations of 6 Federal Reserve notes that are no longer produced. 7 These include the $500 bill with the portrait of 8 President William McKinley, the $1,000 bill with a 9 portrait of President Grover Cleveland, the $5,000 10 bill with a portrait of President James Madison, the 11 $10,000 bill with a portrait of Salmon P. Chase, and 12 the $100,000 bill with a portrait of President Wood- 13 row Wilson. 14 (7) Since the first general circulation of paper 15 money, no woman has ever held the honor of being 16 featured on paper money. 17 (8) In June 2015, then-Treasury Secretary 18 Jack Lew announced that the portrait of a woman 19 would be featured on the new $10 bill. 20 (9) After a lengthy period of public engagement 21 between the public and the Department of the 22 Treasury, on April 20, 2016, then-Treasury Sec- 23 retary Lew announced that ‘‘for the first time in 24 more than a century, the front of our currency will 25 VerDate Sep 11 2014 01:05 Jul 12, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H4010.IH H4010 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 4010 IH feature the portrait of a woman—Harriet Tubman 1 on the $20 note.’’ Additionally, the Secretary an- 2 nounced the reverse of the new $10 note would fea- 3 ture an image of the historic march for suffrage that 4 ended on the steps of the United States Department 5 of Treasury, featuring the leaders of the suffrage 6 movement—Lucretia Mott, Sojourner Truth, Susan 7 B. Anthony, Elizabeth Cady Stanton, and Alice 8 Paul. Finally, the Secretary also announced the re- 9 verse of the $5 note would feature an image of his- 10 toric figures at the Lincoln Memorial who shaped 11 our history and democracy, including Marian Ander- 12 son, Eleanor Roosevelt, and Martin Luther King, Jr. 13 SEC. 3. HARRIET TUBMAN ON THE $20 NOTE. 14 (a) IN GENERAL.—Section 5114(b) of title 31, 15 United States Code, is amended by adding at the end the 16 following: ‘‘No $20 note of United States currency may 17 be printed after December 31, 2026, which does not 18 prominently feature a portrait of Harriet Tubman on the 19 front face of the note.’’. 20 (b) PRELIMINARY DESIGN.—The Secretary of the 21 Treasury shall release to the public the preliminary design 22 of the $20 note prominently featuring a portrait of Har- 23 riet Tubman no later than December 31, 2024. 24 Æ VerDate Sep 11 2014 01:05 Jul 12, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H4010.IH H4010 kjohnson on DSK79L0C42PROD with BILLS
