A BILL
To amend the Consolidated Farm and Rural Development
Act to support the buildout of clean school bus charging
infrastructure through community facilities direct loans
and grants.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Community Facilities
4
Program for Rural Clean School Bus Infrastructure Act’’.

SEC. 2. ESSENTIAL COMMUNITY FACILITIES.

Section 306(a) of the Consolidated Farm and Rural

Development Act (7 U.S.C. 1926(a)) is amended by add-
3
ing at the end the following:

‘‘(27) ESSENTIAL COMMUNITY FACILITIES ELI-
5
GIBILITY
FOR
CLEAN
SCHOOL
BUS
INFRASTRUC-
6
TURE.—
7
‘‘(A) DEFINITION
OF
CLEAN
SCHOOL
8
BUS.—In this paragraph, the term ‘clean school
9
bus’ has the meaning given the term in section
10
741(a)(3) of the Energy Policy Act of 2005 (42
11
U.S.C. 16091(a)(3)).

‘‘(B) ELIGIBILITY.—With respect to direct
13
loans and grants made under the essential com-
14
munity facilities programs authorized under
15
this subsection, a recipient of such a loan or
16
grant may use the loan or grant funds for—
17
‘‘(i) acquisition and labor costs for
18
charging or other infrastructure needed to
19
charge or maintain clean school buses; and
20
‘‘(ii) planning and technical activities
21
to support the adoption and deployment of
22
clean school buses.

‘‘(C)
AUTHORIZATION
OF
APPROPRIA-
24
TIONS.—There are authorized to be appro-
25
priated for the cost of loans and grants to carry
