which was read twice and referred to the Select Committee on Intelligence

To require the Director of National Intelligence to conduct
an assessment of the threat posed to United States ports
by cranes manufactured by countries of concern, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Cranes of Concern at
4
our Ports Act’’ or the ‘‘CCP Act’’.

SEC. 2. ASSESSMENT OF THREAT POSED TO UNITED

STATES PORTS BY CRANES MANUFACTURED
2
BY COUNTRIES OF CONCERN.

(a) DEFINITIONS.—In this section:
4
(1) COUNTRY OF CONCERN.—The term ‘‘coun-
5
try of concern’’ has the meaning given that term in
6
section 1(m)(1) of the State Department Basic Au-
7
thorities Act of 1956 (22 U.S.C. 2651a(m)(1)).

(2) INTELLIGENCE
COMMUNITY.—The term
9
‘‘intelligence community’’ has the meaning given
10
that term in section 3 of the National Security Act
11
of 1947 (50 U.S.C. 3003).

(b) ASSESSMENT.—The Director of National Intel-
13
ligence, in coordination with such other heads of the ele-
14
ments of the intelligence community as the Director con-
15
siders appropriate and the Secretary of Defense, shall con-
16
duct an assessment of the threat posed to United States
17
ports by cranes manufactured by countries of concern and
18
commercial entities of those countries, including the
19
Shanghai Zhenhua Heavy Industries Co. (ZPMC).
20
(c) REPORT AND BRIEFING.—

(1) IN
GENERAL.—Not later than 180 days
22
after the date of the enactment of this Act, the Di-
23
rector of National Intelligence shall submit a report
24
and provide a briefing to Congress on the findings
25
of the assessment required by subsection (b).

(2) ELEMENTS.—The report and briefing re-
1
quired by paragraph (1) shall outline the potential
2
for the cranes described in subsection (b) to collect
3
intelligence, disrupt operations at United States
4
ports, and impact the national security of the United
5
States.
6
(3) FORM OF REPORT.—The report required by
7
paragraph (1) shall be submitted in unclassified
8
form, but may include a classified annex.
