Hydrogen Aviation Development Act

Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Hydrogen Aviation De- 4 velopment Act’’. 5 SEC. 2. AIRPORT IMPROVEMENT PROGRAM USE OF FUNDS. 6 Section 47102 of title 49, United States Code, is 7 amended— 8 (1) in paragraph (3), by adding at the end the 9 following: 10 VerDate Sep 11 2014 01:24 Jun 29, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S1899.IS S1899 kjohnson on DSK79L0C42PROD with BILLS 2 •S 1899 IS ‘‘(S) acquiring land for, or work necessary 1 for constructing, reconstructing, repairing, or 2 improving, or otherwise modifying an airport or 3 airport facilities, or property adjacent to, or in 4 the vicinity of, an airport but intended to sup- 5 port the airport to store and distribute hydro- 6 gen, sustainable aviation fuel, or electrification 7 to power aircraft.’’; and 8 (2) in paragraph (12), by inserting ‘‘, including 9 hydrogen and electrification,’’ after ‘‘alternative 10 fuels’’. 11 SEC. 3. CLEEN ENGINE AND AIRFRAME TECHNOLOGY 12 PARTNERSHIP. 13 Section 47511(a) of title 49, United States Code, is 14 amended by striking ‘‘jet fuels for civil subsonic airplanes’’ 15 and inserting ‘‘jet fuels, hydrogen, and batteries for air- 16 craft’’. 17 SEC. 4. CENTER OF EXCELLENCE FOR ALTERNATIVE JET 18 FUELS AND ENVIRONMENT (ASCENT). 19 (a) IN GENERAL.—The Center of Excellence for Al- 20 ternative Jet Fuels and Environment (ASCENT) shall 21 conduct research on hydrogen to increase aviation 22 decarbonization.
