Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Government Unani- 4 mous Oversight Act of 2023’’ or the ‘‘GUO Act of 2023’’. 5 SEC. 2. QUARTERLY FINANCIAL DISCLOSURE REQUIRE- 6 MENT. 7 (a) IN GENERAL.—In addition to any requirements 8 under the Ethics in Government Act of 1978, on a quar- 9 terly basis, each Federal judge and each spouse thereof 10 VerDate Sep 11 2014 03:52 Jul 04, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H3886.IH H3886 pbinns on DSKJLVW7X2PROD with $$_JOB 2 •HR 3886 IH shall submit to the Judicial Conference, and each United 1 States Attorney and Assistant United States Attorney, 2 and each spouse thereof, shall submit to the Attorney Gen- 3 eral, a financial disclosure containing such information as 4 the Judicial Conference or the Attorney General, as appro- 5 priate, may reasonably require. 6 (b) JUDICIAL CONFERENCE REPORTING REQUIRE- 7 MENT.—If the Judicial Conference determines, based on 8 a financial disclosure submitted under subsection (a), that 9 a Federal judge or a spouse thereof has received com- 10 pensation, reimbursement, or another payment from a for- 11 eign government, the Judicial Conference shall refer such 12 matter to the Attorney General. 13 (c) ENFORCEMENT.—If the Attorney General deter- 14 mines, based on a financial disclosure submitted under 15 subsection (a) or a report received under subsection (b), 16 that an individual has violated Federal law, the Attorney 17 General shall take appropriate steps to enforce any such 18 law. 19 (d) REPORT.—Upon making a determination that 20 Federal law has been violated under subsection (c), the 21 Attorney General shall submit a report to the Committees 22 on the Judiciary of the House of Representatives and of 23 the Senate on such violation. 24 VerDate Sep 11 2014 03:52 Jul 04, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3886.IH H3886 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •HR 3886 IH (e) PENALTY.—An individual who fails to file a re- 1 port required under subsection (a) shall be fined in an 2 amount of $5,000 for each 30-day period that the indi- 3 vidual fails to file such report. 4 Æ VerDate Sep 11 2014 03:52 Jul 04, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H3886.IH H3886 pbinns on DSKJLVW7X2PROD with $$_JOB
