A BILL
To prohibit the Secretary of State from issuing a passport,
passport card, or Consular Report of Birth Abroad that
includes the unspecified (X) gender designation, and for
other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Passport Sanity Act’’.

SEC. 2. PROHIBITION REGARDING CERTAIN GENDER DES-

IGNATION ON PASSPORTS, PASSPORT CARDS,

AND CONSULAR REPORTS OF BIRTH ABROAD

ISSUED BY DEPARTMENT OF STATE.

(a) IN GENERAL.—The Secretary of State shall—
5
(1) ensure each application for a covered docu-
6
ment includes only the gender designations male and
7
female; and
8
(2) prohibit the issuing of a covered document
9
that includes the unspecified (X) gender designation.

(b) COVERED DOCUMENT DEFINED.—In this section,
11
the term ‘‘covered document’’ means a passport, passport
12
card, or Consular Report of Birth Abroad issued by the
13
Department of State.
