To amend the Food, Agriculture, Conservation, and Trade Act of 1990
to include spotted lanternfly control research and development as a
high-priority research and extension initiative, and for other purposes.

Mr. FETTERMAN (for himself, Mr. VANCE, Mrs. GILLIBRAND, Mr. CASEY, Mr.
SCHUMER, and Mr. BROWN) introduced the following bill; which was read
twice and referred to the Committee on Agriculture, Nutrition, and For-
estry
A BILL
To amend the Food, Agriculture, Conservation, and Trade
Act of 1990 to include spotted lanternfly control research
and development as a high-priority research and exten-
sion initiative, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Spotted Lanternfly Re-
4
search and Development Act’’.

Section 1672(d) of the Food, Agriculture, Conserva-
5
tion, and Trade Act of 1990 (7 U.S.C. 5925(d)) is amend-
6
ed by adding at the end the following:

‘‘(21) SPOTTED
LANTERNFLY
CONTROL.—Re-
8
search and extension grants may be made under this
9
section for the purposes of developing and dissemi-
10
nating research-based tools and treatments to com-
11
bat the Spotted Lanternfly (Lycorma delicatula).’’.

SEC. 3. REAUTHORIZATION OF HIGH-PRIORITY RESEARCH
13
AND EXTENSION INITIATIVES.

Section 1672 of the Food, Agriculture, Conservation,
15
and Trade Act of 1990 (7 U.S.C. 5925) is amended in
16
each of subsections (e)(5), (f)(5), (g)(1)(B), (g)(2)(B),
17
(g)(3), and (h) by striking ‘‘2023’’ each place it appears
18
and inserting ‘‘2028’’.
