Senate Concurrent Resolution No. 186 CHAPTER 199 Relative to Thriving Families CA Foundation. [ Filed with Secretary of State August 24, 2026. ] LEGISLATIVE COUNSEL'S DIGEST SCR 186, Grayson. Thriving Families CA Foundation. This measure would recognize the Thriving Families CA Foundation’s upcoming 50th anniversary. Digest Key Fiscal Committee: NO Bill Text WHEREAS, California’s economic vitality depends on the ability of working families to access affordable, reliable, and high-quality childcare and early learning services; and WHEREAS, In 1976, California began a pioneering effort to expand access to childcare through community-based solutions designed to meet the diverse needs of families across the state; and WHEREAS, That vision led to the creation of alternative payment programs and a statewide network of community-based organizations dedicated to supporting parental choice, family stability, workforce participation, and child development; and WHEREAS, Over the past five decades, this network has evolved into a trusted system of family-focused partners serving communities in all 58 counties, connecting families to childcare, workforce supports, family resources, and opportunities that strengthen economic mobility and well-being; and WHEREAS, Today, community-based childcare organizations support more than 261,000 children through California’s Alternative Payment and CalWORKs childcare programs; and WHEREAS, Community-based childcare organizations also play a vital role in helping parents work, pursue education and training, and contribute to the state’s economy; and WHEREAS, Despite significant progress, approximately 1.8 million income-eligible children remain without access to subsidized childcare, underscoring the ongoing need for strong advocacy and policies that expand opportunity for working families; and WHEREAS, The Thriving Families CA Foundation has served as the statewide voice for these community-based organizations, advancing policies that strengthen families, increase access to childcare, support parental choice, and ensure that public investments effectively reach children and families; and WHEREAS, The Thriving Families CA Foundation has helped transform California’s childcare system into one that recognizes childcare as essential family support infrastructure and a critical component of the state’s economic success through collaboration, advocacy, education, and leadership; and WHEREAS, The Thriving Families CA Foundation’s work reflects a commitment to ensuring that every family, regardless of geography, income, or circumstance, has the opportunity to access the services and supports needed to thrive; now, therefore, be it Resolved by the Senate of the State of California, the Assembly thereof concurring, That the California State Legislature recognizes the Thriving Families CA Foundation for its longstanding leadership and advocacy on behalf of California’s children and working families; and be it further Resolved, That the Legislature commends the Thriving Families CA Foundation for its role in strengthening a statewide network of community-based, family-focused organizations that support parents, promote economic opportunity, and contribute to the vitality of California’s communities and economy; and be it further Resolved, That the Legislature recognizes the Thriving Families CA Foundation’s upcoming 50th Anniversary in 2027, and celebrates five decades of partnership, innovation, and service dedicated to helping California families thrive; and be it further Resolved, That the Secretary of the Senate transmit copies of this resolution to the author for appropriate distribution.
