SHORT TITLE. 1 This Act may be cited as the ‘‘Helping Unleash Bene- 2 fits and Services for Veterans Act of 2023’’ or the ‘‘HUBS 3 for Veterans Act of 2023’’. 4 SEC. 2. GRANTS FOR PROVISION OF TRANSITION ASSIST- 5 ANCE TO MEMBERS AND FORMER MEMBERS 6 OF THE ARMED FORCES AFTER SEPARATION, 7 RETIREMENT, OR DISCHARGE. 8 (a) IN GENERAL.—Commencing not later than 180 9 days after the date of the enactment of this Act, the Sec- 10 retary of Labor shall, in coordination with the Secretary 11 of Veterans Affairs, carry out a program to award grants 12 to eligible entities for the provision of assistance to covered 13 individuals on the transition of a member or former mem- 14 ber of the Armed Forces from service in the Armed Forces 15 to civilian life. 16 (b) COVERED INDIVIDUALS.—For purposes of this 17 section, a covered individual is— 18 (1) a member of the Armed Forces who is eligi- 19 ble for preseparation counseling under sections 1142 20 and 1144 of title 10, United States Code; 21 (2) a former member of the Armed Forces who 22 is transitioning from service in the Armed Forces to 23 civilian life; or 24 VerDate Sep 11 2014 18:42 Jun 19, 2023 Jkt 039200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3720.IH H3720 pbinns on DSKJLVW7X2PROD with $$_JOB 3 •HR 3720 IH (3) a spouse of a member described in para- 1 graph (1) or a former member described in para- 2 graph (2). 3 (c) DURATION OF PROGRAM.—The Secretary of 4 Labor shall carry out the program during the five-year 5 period beginning on the date of the commencement of the 6 program. 7 (d) GRANTS.— 8 (1) IN GENERAL.—The Secretary of Labor shall 9 carry out the program through the award of grants 10 to eligible entities for the provision of assistance de- 11 scribed in subsection (a). 12 (2) MATCHING FUNDS REQUIRED.—A grant 13 under this section shall be in an amount that does 14 not exceed 50 percent of the amount required by the 15 eligible entity to provide the services described in 16 subsection (f). 17 (e) SELECTION OF GRANT RECIPIENTS.— 18 (1) APPLICATIONS.—An eligible entity seeking 19 a grant under the program shall submit to the Sec- 20 retary of Labor an application therefor at such time, 21 in such manner, and containing such information 22 and assurances as the Secretary, in consultation 23 with the Secretary of Veterans Affairs, may require. 24 VerDate Sep 11 2014 18:42 Jun 19, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3720.IH H3720 pbinns on DSKJLVW7X2PROD with $$_JOB 4 •HR 3720 IH (2) PRIORITY FOR HUBS OF SERVICES.—In 1 awarding grants under the program, the Secretary 2 of Labor shall give priority to an entity that pro- 3 vides multiple forms of services described in sub- 4 section (f). 5 (f) USE OF FUNDS.—The recipient of a grant under 6 the program shall use the grant to coordinate for covered 7 individuals the following: 8 (1) Career and training services, including the 9 provision of such services available through a work- 10 force development system. 11 (2) Mental health services. 12 (3) Legal assistance. 13 (4) Supportive services. 14 (5) Assistance with accessing benefits provided 15 under laws administered by the Secretary of Vet- 16 erans Affairs. 17 (6) Non-clinical case management. 18 (7) Entrepreneurship training. 19 (8) Such other services that may be related to 20 the assistance and services set forth in this sub- 21 section as the Secretary of Labor determines may 22 lead directly to successful transition to civilian life. 23 (g) INCLUSION IN TRANSITION ASSISTANCE PRO- 24 GRAM COUNSELING.—The Secretary concerned shall in- 25 VerDate Sep 11 2014 18:42 Jun 19, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H3720.IH H3720 pbinns on DSKJLVW7X2PROD with $$_JOB 5 •HR 3720 IH clude in the information provided to a member of the 1 Armed Forces during Transition Assistance Program in- 2 formation regarding any recipient of a grant under this 3 section that is located in the community in which that 4 member will reside after separation, retirement, or dis- 5 charge from the Armed Forces. 6 (h) AUTHORIZATION OF APPROPRIATIONS.—There is 7 authorized to be appropriated $10,000,000 to carry out 8 this section. 9 (i) DEFINITIONS.—In this section: 10 (1) The term ‘‘eligible entity’’ means any non- 11 profit organization (including a veterans service or- 12 ganization), State board, or local board, that the 13 Secretary of Labor determines, in consultation with 14 the Secretary of Veterans Affairs, is suitable for re- 15 ceipt of a grant under the program pursuant to re- 16 ceipt by the Secretary of Labor of an application 17 submitted under subsection (e)(1). 18 (2) The term ‘‘nonprofit organization’’ means 19 an organization that is described in section 20 501(c)(3) of the Internal Revenue Code of 1986 and 21 is exempt from taxation under section 501(a) of 22 such Code. 23 VerDate Sep 11 2014 18:42 Jun 19, 2023 Jkt 039200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H3720.IH H3720 pbinns on DSKJLVW7X2PROD with $$_JOB 6 •HR 3720 IH (3) The term ‘‘Secretary concerned’’ has the 1 meaning given such term in section 101 of title 10, 2 United States Code. 3 (4) The terms ‘‘training services’’ and ‘‘work- 4 force development system’’ have the meaning given 5 such terms in section 3 of the Workforce Innovation 6 and Opportunity Act (29 U.S.C. 3102). 7 (5) The term ‘‘Transition Assistance Program’’ 8 means the Transition Assistance Program under sec- 9 tions 1142 and 1144 of title 10, United States Code. 10 Æ VerDate Sep 11 2014 18:42 Jun 19, 2023 Jkt 039200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6301 E:\BILLS\H3720.IH H3720 pbinns on DSKJLVW7X2PROD with $$_JOB
