for the Western Great Lakes Distinct Population Seg-
ment of the Gray Wolf, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. DEFINITIONS.
3
In this Act:
4
(1) 1978 RULE.—The term ‘‘1978 Rule’’ means
5
the final rule of the United States Fish and Wildlife
6
Service relating to ‘‘Reclassification of the Gray

Plan’’ means the document of the United States

Fish and Wildlife Service entitled ‘‘Post-delisting
13
Monitoring Plan for the Western Great Lakes Dis-
14
tinct Population Segment of the Gray Wolf’’ and
15
dated February 2008 (as described in the notice of
16
document availability of the United States Fish and
17
Wildlife Service entitled ‘‘Post-Delisting Monitoring
18
Plan for the Western Great Lakes Distinct Popu-
19
lation Segment of the Gray Wolf (Canis lupus)’’ (73
20
Fed. Reg. 19525 (April 10, 2008))).

term ‘‘Northern Great Lakes Region’’ means—

(A) the State of Minnesota;

(6) SECRETARY.—The term ‘‘Secretary’’ means

the Secretary of the Interior.

SEC. 2. UPDATE TO THE POST-DELISTING MONITORING
5
PLAN FOR THE WESTERN GREAT LAKES DIS-
6
TINCT POPULATION SEGMENT OF THE GRAY
7
WOLF; DELISTING RULE.
8
(a) IN GENERAL.—Not later than 1 year after the
9
date of enactment of this Act, the Director, in consultation
10
with the advisory committee, shall update the Monitoring
11
Plan with respect to the populations of Gray Wolf (Canis
12
lupus) in the Northern Great Lakes Region.
13
(b) EXPANDED GRAY WOLF POPULATION IN 1978
14
RULE.—For purposes of the 1978 Rule and the rule re-
15
quired under subsection (c), the population of Gray Wolf
16
(Canis lupus) described in the 1978 Rule as the Minnesota
17
population shall include the population of Gray Wolf
18
(Canis lupus) in the Northern Great Lakes Region.
19
(c) RULE REQUIRED.—On updating the Monitoring
20
Plan in accordance with subsection (a), the Secretary, in
21
consultation with the advisory committee, shall issue a
22
rule delisting the population of Gray Wolf (Canis lupus)
23
within the Northern Great Lakes Region under the En-
24
dangered Species Act of 1973 (16 U.S.C. 1531 et seq.).

(d) SAVINGS PROVISION.—Nothing in this section al-
1
ters or modifies any other population of Gray Wolf (Canis
2
lupus) described in, or any other portion of, the 1978 Rule
3
other than the population of Gray Wolf (Canis lupus) lo-
4
cated in the Northern Great Lakes Region.
5
SEC. 3. ADVISORY COMMITTEE.
6
(a) ESTABLISHMENT.—Not later than 30 days after
7
the date of enactment of this Act, the Director shall estab-
8
lish an advisory committee, to be known as the ‘‘Northern
9
Great Lakes Region Gray Wolf Advisory Committee’’, in
10
accordance with this section.
11
(b) MEMBERSHIP.—The advisory committee shall be
12
composed of—
13
(1) the Assistant Secretary for Indian Affairs;
14
(2) the Secretary of Agriculture;
15
(3) the Administrator of the Animal and Plant
16
Health Inspection Service;
17
(4) the Chief of the Forest Service;
18
(5) representatives of federally recognized In-
19
dian Tribes and Tribal organizations;
20
(6) the heads of applicable State agencies in the
21
Northern Great Lakes Region, to be nominated by
22
the governors of the applicable States in the North-
23
ern Great Lakes Region and appointed by the Direc-
24
tor; and

(7) other appropriate individuals with expertise
1
on wolf biology, wolf management, and wolf preda-
2
tion, as determined by the Director.

(c) DUTIES.—The advisory committee shall consult
4
with—
5
(1) the Director with respect to the updating of
6
the Monitoring Plan under section 2(a); and
7
(2) the Secretary—
8
(A) with respect to the issuing of the
9
delisting rule under section 2(c); and
10
(B) during the 5-year post-delisting moni-
11
toring period following the issuance of that rule.
