AN ACT
To amend the Small Business Act to require training on
increasing contract awards to small business concerns
owned and controlled by service-disabled veterans, and
for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Service-Disabled Vet-
2
eran Opportunities in Small Business Act’’.

SEC. 2. TRAINING ON INCREASING CONTRACT AWARDS TO
4
SMALL BUSINESS CONCERNS OWNED AND
5
CONTROLLED BY SERVICE-DISABLED VET-
6
ERANS.

Section 36 of the Small Business Act (15 U.S.C.
8
657f) is amended by adding at the end the following new
9
subsection:
10
‘‘(j) TRAINING ON INCREASING CONTRACT AWARDS
11
TO SMALL BUSINESS CONCERNS OWNED
AND CON-
12
TROLLED BY SERVICE-DISABLED VETERANS.—
13
‘‘(1) IN GENERAL.—The Administrator, in con-
14
sultation with the Office of Veterans Business Devel-
15
opment, shall provide to covered employees at each
16
Federal agency that has not met the goal established
17
under section 15(g)(1)(A)(ii) training on how to in-
18
crease the number of contracts awarded to small
19
business concerns owned and controlled by service-
20
disabled veterans.

‘‘(2) GUIDANCE.—Not later than 180 days
22
after the date of the enactment of this Act, the Ad-
23
ministrator, in consultation with the Office of Vet-
24
erans Business Development, shall issue guidance
25
and best practices on increasing the number of con-

tracts awarded to small businesses owned and con-

trolled by service disabled veterans for Federal agen-
2
cies to which the goal established under section
3
15(g)(1)(A)(ii) applies.

‘‘(3) REPORT.—Not later than 1 year after the
5
date of enactment of this Act, and annually there-
6
after, the Administration shall submit to Congress a
7
report detailing, for the fiscal year covered by the re-
8
port—
9
‘‘(A) a list of each Federal agency that
10
failed to meet the goal established under section
11
15(g)(1)(A)(ii);
12
‘‘(B) the number of trainings provided to
13
each Federal agency described in paragraph
14
(1); and
15
‘‘(C) an overview of the content included in
16
such training sessions.’’.
