Committee on Veterans’ Affairs, and in addition to the Committee on the
Budget, for a period to be subsequently determined by the Speaker, in
each case for consideration of such provisions as fall within the jurisdic-
tion of the committee concerned
A BILL
To amend title 38, United States Code, to extend eligibility
for a certain work-study allowance paid by the Secretary
of Veterans Affairs to certain individuals who pursue
programs of rehabilitation, education, or training on at
least a half-time basis, and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Student Veteran Work

Study Modernization Act’’.

SEC. 2. PILOT PROGRAM TO EXPAND ELIGIBILITY FOR A
4
CERTAIN WORK-STUDY ALLOWANCE PAID BY
5
THE SECRETARY OF VETERANS AFFAIRS TO
6
CERTAIN INDIVIDUALS WHO PURSUE CER-
7
TAIN PROGRAMS ON AT LEAST A HALF-TIME
8
BASIS.

(a) PILOT PROGRAM.—The Secretary of Veterans Af-
10
fairs shall carry out a pilot program under which the Sec-
11
retary shall expand eligibility for the work-study allowance
12
under section 3485 of title 38, United States Code, to in-
13
dividuals who are pursuing programs of rehabilitation,
14
education, or training specified in subsection (b) of such
15
section at a rate equal to at least half of that required
16
of a full-time student.

(b) RELATIONSHIP TO OTHER WORK-STUDY INDI-
18
VIDUALS.—In carrying out the pilot program under sub-
19
section (a), the Secretary shall ensure the provisions of
20
section 3485 of title 38, United States Code, apply with
21
respect to the individuals specified in subsection (a) of this
22
section in the same manner as to the individuals specified
23
in subsection (b) of such section 3485, except with respect
24
to the requirement of at least three-quarter-time student
25
status.

(c) DURATION.—The Secretary shall carry out the

pilot program under subsection (a) during the five-year
2
period beginning on the date of the commencement of the
3
pilot program.

SEC. 3. ANNUAL REPORT REGARDING VETERANS WHO PAR-
5
TICIPATE IN WORK-STUDY.

Not later than 180 days after the date of the enact-
7
ment of this Act and annually thereafter, the Secretary
8
of Veterans Affairs shall submit to the Committees on
9
Veterans’ Affairs of the Senate and House of Representa-
10
tives a report regarding veterans who participate in work-
11
study. Such report shall include the following elements:
12
(1) The number of such veterans.
13
(2) The percentage of such veterans who obtain
14
a four-year degree.
15
(3) The number of such veterans who obtain
16
full-time work at the Department of Veterans Af-
17
fairs.

SEC. 4. DETERMINATION OF BUDGETARY EFFECTS.
19
The budgetary effects of this Act, for the purpose of
20
complying with the Statutory Pay-As-You-Go Act of 2010,
21
shall be determined by reference to the latest statement
22
titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this
23
Act, submitted for printing in the Congressional Record
24
by the Chairman of the House Budget Committee, pro-
