To amend the Food, Conservation, and Energy Act of 2008 to provide
mandatory funding from the Commodity Credit Corporation for reim-
bursement payments to geographically disadvantaged farmers and ranch-
ers, and for other purposes.

To amend the Food, Conservation, and Energy Act of 2008
to provide mandatory funding from the Commodity Cred-
it Corporation for reimbursement payments to geographi-
cally disadvantaged farmers and ranchers, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘RTCP Revitalization
4
Act’’.

SEC. 2. COMMODITY CREDIT CORPORATION FUNDING FOR

GEOGRAPHICALLY DISADVANTAGED FARM-
2
ERS AND RANCHERS.

Section 1621 of the Food, Conservation, and Energy
4
Act of 2008 (7 U.S.C. 8792) is amended—
5
(1) in subsection (b), by striking ‘‘Subject to
6
the availability of funds under subsection (d), the
7
Secretary’’ and inserting ‘‘The Secretary’’;
8
(2) in subsection (c)(3), by striking subpara-
9
graph (B) and inserting the following:
10
‘‘(B) PAYMENT
LIMITATIONS.—The Sec-
11
retary may not impose a limitation on the
12
amount of payments received by a geographi-
13
cally disadvantaged farmer or rancher under
14
this section for any fiscal year in which the
15
amount made available for payments under this
16
section is equal to or greater than the amount
17
that may be provided in accordance with this
18
section with respect to applications received by
19
the Secretary for that fiscal year.’’; and
20
(3) in subsection (d), by striking the subsection
21
designation and heading and all that follows through
22
‘‘There are’’ and inserting the following:

‘‘(d) FUNDING.—

‘‘(1) MANDATORY FUNDING.—Of the funds of
1
the Commodity Credit Corporation, the Secretary
2
shall use to carry out this section—
3
‘‘(A) $10,000,000 for fiscal year 2024;
4
‘‘(B) $11,000,000 for fiscal year 2025;
5
‘‘(C) $12,000,000 for fiscal year 2026;
6
‘‘(D) $13,000,000 for fiscal year 2027;
7
‘‘(E) $14,000,000 for fiscal year 2028; and
8
‘‘(F) $15,000,000 for fiscal year 2029 and
9
each fiscal year thereafter.
