To amend the FAA Reauthorization Act of 2018 to reauthor-
ize aviation workforce development programs, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Aviation Investment
4
and Recruitment Act of 2023’’ or the ‘‘AIR Act of 2023’’.

SEC. 2. AVIATION WORKFORCE DEVELOPMENT PROGRAMS.

Section 625(b)(1) of the FAA Reauthorization Act of

2018 (49 U.S.C. 40101 note) is amended—
