A BILL
To award a Congressional Gold Medal posthumously to Dr.
John Cheng, a hero who died protecting others on May
15, 2022.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. FINDINGS.

The Congress finds the following:
4
(1) Dr. John Cheng lived in Laguna Niguel,
5
California, and worked as a family practice and
6
sports medicine physician.
7
(2) On May 15, 2022, Dr. Cheng was attending
8
a reception at Geneva Presbyterian Church when a
9
gunman motivated by political hatred against Tai-

wan entered the church and opened fire on the

group of parishioners.

(3) Dr. Cheng tackled the gunman, allowing
3
other parishioners to subdue the gunman and tie
4
him up with extension cords.
5
(4) Dr. Cheng was shot several times during
6
the struggle with the gunman, and he died from the
7
injuries he sustained.
8
(5) The heroic actions of Dr. Cheng saved the
9
lives of up to 40 parishioners and were the final acts
10
of service for a man who devoted his life to helping
11
others as a doctor and volunteer in his community.

SEC. 2. CONGRESSIONAL GOLD MEDAL.

(a) PRESENTATION AUTHORIZATION.—The Speaker
14
of the House of Representatives and the President pro
15
tempore of the Senate shall make appropriate arrange-
16
ments for the posthumous presentation, on behalf of the
17
Congress, of a gold medal of appropriate design to Dr.
18
John Cheng, a hero who died protecting others on May
19
15, 2022.

(b) DESIGN AND STRIKING.—For the purposes of the
21
award referred to in subsection (a), the Secretary of the
22
Treasury (hereafter in this Act referred to as the ‘‘Sec-
23
retary’’) shall strike a gold medal with suitable emblems,

devices, and inscriptions, to be determined by the Sec-
1
retary.

(c) DISPOSITION OF MEDAL.—After the presentation
3
described under subsection (a), the gold medal shall be
4
given to Dr. John Cheng’s wife.
5
(d) SENSE OF CONGRESS.—It is the sense of the
6
Congress that the United States Mint should expedite pro-
7
duction of the gold medal under this Act, so that the sac-
8
rifice of Dr. Cheng can be recognized and honored in a
9
timely manner.

SEC. 3. DUPLICATE MEDALS.
11
The Secretary may strike and sell duplicates in
12
bronze of the gold medal struck pursuant to section 2
13
under such regulations as the Secretary may prescribe, at
14
a price sufficient to cover the cost thereof, including labor,
15
materials, dies, use of machinery, and overhead expenses.

SEC. 4. NATIONAL MEDALS.
17
Medals struck pursuant to this Act are national med-
18
als for the purposes of chapter 51 of title 31, United
19
States Code.
