Mr. DONALDS introduced the following bill; which was referred to the Com-
mittee on Energy and Commerce, and in addition to the Committee on
Science, Space, and Technology, for a period to be subsequently deter-
mined by the Speaker, in each case for consideration of such provisions
as fall within the jurisdiction of the committee concerned
A BILL
To expand an advanced nuclear technologies Federal finan-
cial assistance program to provide assistance to support
licensing and construction of advanced nuclear reactors
and associated supply chain infrastructure, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Advanced Nuclear
4
Support Act’’.

SEC. 2. ADVANCED NUCLEAR TECHNOLOGIES FEDERAL FI-

NANCIAL ASSISTANCE PROGRAM.

Section 10781 of the Public Law 117–167 is amend-
3
ed—
4
(1) by striking ‘‘RESEARCH, DEVELOPMENT,
5
AND
DEMONSTRATION’’ and inserting ‘‘FINAN-
6
CIAL ASSISTANCE’’;
7
(2) in subsection (b)(1)—
8
(A) by striking ‘‘to support’’ and inserting
9
‘‘to support—’’; and
10
(B) by striking ‘‘the research, development,
11
and demonstration of advanced nuclear reac-
12
tors.’’ and inserting the following:
13
‘‘(A) the research, development, and dem-
14
onstration of advanced nuclear reactors; and
15
‘‘(B) the commercial planning for, and li-
16
censing and construction of, advanced nuclear
17
reactors, and supply chain infrastructure associ-
18
ated with advanced nuclear reactors, includ-
19
ing—
20
‘‘(i) planning for, and licensing and
21
construction of, transmission and distribu-
22
tion systems;
23
‘‘(ii) modernization of generation fa-
24
cilities;
25
‘‘(iii) development of microgrids;

‘‘(iv) planning for, and licensing and

construction of, infrastructure for nonelec-
2
tric applications; and
3
‘‘(v) acquisition of relevant rights-of-
4
way.’’;
5
(3) in subsection (d)(1), by striking ‘‘, including
6
multi-unit facilities that are partially shut down’’
7
and inserting ‘‘(including multi-unit facilities that
8
are partially shut down), including projects involving
9
analysis, planning, and, as appropriate, management
10
of environmental issues at such fossil fuel electric
11
generation facilities’’;
12
(4) in subsection (d)—
13
(A) in paragraph (1)—
14
(i) in subparagraph (A), by striking
15
‘‘and’’ after the semicolon;
16
(ii) in subparagraph (B), by inserting
17
‘‘and’’ after the semicolon; and
18
(iii) by adding at the end the fol-
19
lowing:

‘‘(C) to reduce the cost of—
21
‘‘(i) infrastructure requirements;
22
‘‘(ii) transmission requirements; and
23
‘‘(iii) licensing and permitting require-

(B) in paragraph (2)(G), by striking

(D) by adding at the end the following:

‘‘(4) plan to support supply chain infrastruc-

ture, including manufacturing, associated with ad-
9
vanced nuclear reactors; and
10
‘‘(5) plan to be cost competitive.’’;

(5) by redesignating subsections (e) and (f) as
12
subsections (f) and (g), respectively; and
13
(6) by inserting after subsection (d) the fol-
14
lowing:

‘‘(e) SECONDARY PRIORITY.—In selecting eligible en-
16
tities to receive Federal financial assistance under the pro-
17
gram, the Secretary shall, after giving priority to eligible
18
entities as described in subsection (d), give priority to eli-
19
gible entities that plan to—
20
‘‘(1) develop or provide services to support—
21
‘‘(A) market analysis, including financing
22
options within the market;
23
‘‘(B) project structure models;

‘‘(C) models for electricity market analysis;

2
‘‘(D) site planning, review, testing, anal-
3
ysis, and preparation for an advanced nuclear
4
reactor; and
5
‘‘(2) support licensing activities, permitting,
6
and environmental impact studies.’’.

SEC. 3. WORKFORCE CAPACITY BUILDING.
8
Section 954(b) of the Energy Policy Act of 2005 (42
9
U.S.C. 16274(b)) is amended—
10
(1) in the subsection heading, by striking
11
‘‘GRADUATE’’;
12
(2) by striking ‘‘graduate’’ each place it ap-
13
pears;
14
(3) in paragraph (2)(A), by inserting ‘‘commu-
15
nity colleges, trade schools, registered apprenticeship
16
programs, pre-apprenticeship programs,’’ after ‘‘uni-
17
versities,’’;
18
(4) in paragraph (3), by striking ‘‘2021
19
through 2025’’ and inserting ‘‘2023 through 2027’’;
20
(5) by redesignating paragraph (3) as para-
21
graph (4); and
22
(6) by inserting after paragraph (2) the fol-
23
lowing:

‘‘(3) FOCUS AREAS.—In carrying out the sub-
1
program under this subsection, the Secretary may
2
implement traineeships in focus areas that, in the
3
determination of the Secretary, are necessary to sup-
4
port the nuclear energy sector in the United States,
5
including—
6
‘‘(A) research and development;
7
‘‘(B) construction and operation;
8
‘‘(C) associated supply chains; and
9
‘‘(D) workforce training and retraining to
10
support transitioning workforces.’’.
