To direct the Attorney General, in coordination with the
President’s Interagency Task Force to Monitor and Com-
bat Trafficking in Persons, to study the prevalence and
instances of human trafficking at adult entertainment
clubs in the United States, and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Study To Observe and
4
Prevent (STOP) Human Trafficking Act of 2023’’.

SEC. 2. STUDY ON THE PREVALENCE AND INSTANCES OF

HUMAN TRAFFICKING AT ADULT ENTERTAIN-
2
MENT CLUBS.

(a) STUDY REQUIRED.—The Attorney General, in co-
4
ordination with the President’s Interagency Task Force
5
to Monitor and Combat Trafficking in Persons, shall con-
6
duct a study on the prevalence and instances of human
7
trafficking at adult entertainment clubs in the United
8
States. In conducting the study, the Attorney General
9
shall collaborate with non-governmental entities with dem-
10
onstrated expertise in studying human trafficking.

(b) STUDY CONTENTS.—In conducting the study re-
12
quired under subsection (a), the Attorney General shall
13
gather information on—
14
(1) demographic characteristics of victims, in-
15
cluding age groups of victims;
16
(2) any relationship between victims of human
17
trafficking and adult entertainment clubs, including
18
victims’ status as an employee, contractor, or li-
19
censee; and
20
(3) any methods of fraud, force, or coercion
21
used by human traffickers.

(c) REPORT.—Not later than 15 months after the
23
date of enactment of this Act, the Attorney General shall
24
submit to Congress a report on the findings of the study

required under subsection (a) and any recommendations
1
of the Attorney General relating to such findings.

(d) DEFINITIONS.—In this section:
3
(1) The term ‘‘adult entertainment club’’ means
4
an establishment that offers or provides live per-
5
formance, display, or dance of any type involving
6
any actual or simulated performance of sexual activi-
7
ties and nude or seminude exposure. Such an estab-
8
lishment may include one that features entertain-
9
ment of an erotic nature, including exotic dancers,
10
strippers, male or female impersonators, or similar
11
entertainers.

(2) The term ‘‘human trafficking’’ has the
13
meaning given the term ‘‘severe form of trafficking
14
in persons’’ in section 103 of the Victims of Traf-
15
ficking and Violence Protection Act of 2000 (22
16
U.S.C. 7102).
