A BILL
To freeze hiring activities at the United States Agency for
Global Media, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Zero Increase in Per-
4
sonnel for Propagandistic Outreach Act’’ or the ‘‘ZIPPO
5
Act’’.
6
SEC. 2. HIRING FREEZE AND OTHER LIMITATIONS.

Beginning on the date of the enactment of this Act—

(1) no individual may be appointed to any posi-

tion within the United States Agency for Global

Media;
3
(2) no new position may be established at the
4
United States Agency for Global Media;
5
(3) no officer or employee of the United States
6
Agency for Global Media may be assigned any duty
7
not assigned to that officer or employee as of the
8
date of the enactment of this Act; and
9
(4) no officer or employee of the United States
10
Agency for Global Media may be assigned, detailed,
11
or transferred to a duty station other than the duty
12
station of such officer or employee as of the date of
13
the enactment of this Act.
