AN ACT
To study the security of the Soo Locks and effects on the
supply chain resulting from a malfunction or failure of
the Soo Locks, and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Soo Locks Security
2
and Economic Reporting Act of 2023’’.

SEC. 2. REPORT ON SECURITY AND ECONOMIC EFFECTS ON
4
SUPPLY CHAIN OF SOO LOCKS, MICHIGAN.
5
(a) IN GENERAL.—Not later than 1 year after the
6
date of enactment of this Act, the Secretary of Transpor-
7
tation, in coordination with the Commandant of the Coast
8
Guard and the Secretary of Defense, shall submit to the
9
appropriate committees of Congress a report that—
10
(1) highlights any security deficiencies that
11
exist with respect to the Soo Locks in Sault Ste.
12
Marie, Michigan;
13
(2) highlights the supply chain, logistical, and
14
economic effects that would result in the event of a
15
malfunction or failure of the Soo Locks and how
16
such effects would impact the region surrounding
17
the Soo Locks and the United States;
18
(3) highlights any potential domestic or inter-
19
national threats to the integrity of the Soo Locks;
20
(4) details the current security structure of the
21
Coast Guard and any other relevant Federal, State,
22
or local agency to protect the Soo Locks; and
23
(5) provides any recommendations, and cost es-
24
timates for such recommendations, for—

(A) strengthening the security of the Soo
1
Locks; and
2
(B) reducing the impacts to the supply
3
chain of the United States that would result in
4
the event of a malfunction or failure of the Soo
5
Locks.

(b) APPROPRIATE COMMITTEES OF CONGRESS DE-
7
FINED.—In this Act, the term ‘‘appropriate committees of
8
Congress’’ means—
9
(1) the Committee on Transportation and In-
10
frastructure of the House of Representatives;
11
(2) the Committee on Commerce, Transpor-
12
tation, and Science of the Senate; and
13
(3) the Committee on Environment and Public
14
Works of the Senate.
