A BILL
To amend title 38, United States Code, to direct the Sec-
retary of Veterans Affairs to submit a report annually
to Congress on the average time to provide a veteran
with a service dog or a guide dog, and for other pur-
poses.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘VA Canine Reporting
4
Act of 2023’’.

SEC. 2. REPORT ON SERVICE DOGS; GUIDE DOGS.

Section 1714 of title 38, United States Code, is

amended by adding at the end the following new sub-
3
section:
4
‘‘(g) Not less than annually, the Secretary shall sub-
5
mit to the Committees on Veterans’ Affairs of the Senate
6
and House of Representatives a report, including—
7
‘‘(1) the average time to provide a veteran with
8
a service dog or a guide dog in the prior year; and
9
‘‘(2) legislative recommendations of the Sec-
10
retary to reduce the wait time for a veteran to be
11
provided with a service dog or a guide dog.’’.
