The FBI has taken un- 15 precedented actions to this end: 16 The FBI conducted an unprecedented raid on 17 the home of the 45th President of the United States, 18 Donald J. Trump, on August 8, 2022. 19 FBI whistleblower Garret O’ Boyle told con- 20 gressional investigators that the FBI created a ter- 21 rorist threat tag following the Dobbs Supreme Court 22 decision in 2022. O’Boyle confirmed that the pur- 23 pose of the tag was to target pro-life individuals. 24 VerDate Sep 11 2014 22:34 May 16, 2023 Jkt 039200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\HR406.IH HR406 pbinns on DSKJLVW7X2PROD with $$_JOB 4 •HRES 406 IH On September 23, 2022, armed FBI agents in 1 tactical gear raided the family home of Mark Houck, 2 a pro-life Catholic and father of 7 young children, 3 ostensibly because he obstructed access to an abor- 4 tion clinic. 5 Former FBI special agent and federal whistle- 6 blower Kyle Seraphin obtained a leaked FBI docu- 7 ment that targets Traditional Latin Mass Catholics. 8 The document, titled ‘‘Racially or Ethnically Moti- 9 vated Violent Extremists (RMVE) and their inter- 10 ests in ‘Radical-Traditionalist Catholics’ or RTCs,’’ 11 was reported out of the Richmond Field Office and 12 dated for January 23, 2023. This leaked document 13 outlined a plan for the FBI to spy on Catholics, par- 14 ticularly Latin Mass-attending Catholics, who, ac- 15 cording to the document, have harbored ‘‘white su- 16 premacy’’. The FBI document indicated intentions 17 to have informants within the Catholic Church, on 18 advice from the Southern Poverty Law Center. 19 In October 2020, a group of men allegedly at- 20 tempted to kidnap Michigan Governor Gretchen 21 Whitmer. Several of the men were acquitted in their 22 cases, as the FBI was found to have entrapped them 23 in the scheme.
