A BILL
To direct the Assistant Secretary of Commerce for Commu-
nications and Information to publish data from the
Broadband Equity, Access, and Deployment Program,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PUBLICATION OF DATA FROM BROADBAND EQ-
3
UITY, ACCESS, AND DEPLOYMENT PROGRAM.

(a) IN GENERAL.—Not later than 1 year after the
5
date of the enactment of this Act, and annually thereafter
6
until all amounts made available for the Program have
7
been obligated by the Assistant Secretary, and notwith-

standing any other provision of law, the Assistant Sec-
1
retary shall make publicly available on the website of the
2
National Telecommunications and Information Adminis-
3
tration the data collected from grant recipients and sub-
4
grantees under the Program that is related to the diver-
5
sity, equity, inclusion, and accessibility elements of the
6
Program, including data relating to—
7
(1) subgrantee ownership demographics and the
8
demographics of the workforce used for activities as-
9
sisted with Program funding; and
10
(2) the number and amount of contracts and
11
subcontracts awarded under the Program to minor-
12
ity business enterprises and to women’s business en-
13
terprises.

(b) ACCESSIBILITY.—The data made publicly avail-
15
able under subsection (a) shall be—
16
(1) made available as an open Government data
17
asset (as defined in section 3502 of title 44, United
18
States Code);
19
(2) freely available for download in bulk;
20
(3) rendered in a human-readable format; and
21
(4) accessible via application programming
22
interface where appropriate.

(1) ASSISTANT SECRETARY.—The term ‘‘Assist-
1
ant Secretary’’ means the Assistant Secretary of
2
Commerce for Communications and Information.
3
(2) PROGRAM.—The term ‘‘Program’’ means
4
the Broadband Equity, Access, and Deployment Pro-
5
gram established under section 60102(b)(1) of the
6
Infrastructure Investment and Jobs Act (47 U.S.C.
7
1702(b)(1)).
