A BILL
To prohibit the Secretary of Energy from disbursing financial
awards to entities related to the People’s Republic of China.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Supporting American
4
Independence in Innovation Act of 2023’’.
5
SEC. 2. PROHIBITION ON DISBURSING FINANCIAL AWARDS
6
FROM THE DEPARTMENT OF ENERGY TO EN-
7
TITIES RELATED TO CHINA.

Beginning on the date of enactment of this Act, not-
9
withstanding any other provision of law, the Secretary of

Energy shall not disburse any financial award (including
1
a grant, loan, or loan guarantee) to any entity—
2
(1) that is in a joint venture with a State-
3
owned enterprise owned by the Government of the
4
People’s Republic of China; or
5
(2) the board of directors (including senior
6
leadership) of which includes an individual that has
7
participated in a foreign talent recruitment program
8
administered by the Government of the People’s Re-
9
public of China.
