Amending the Standing Rules of the Senate to authorize the Majority Leader
to move to proceed to the en bloc consideration of certain nominations.

Ms. KLOBUCHAR (for herself, Mr. KING, and Mr. CARDIN) submitted the fol-
lowing resolution; which was referred to the Committee on Rules and Ad-
ministration
RESOLUTION
Amending the Standing Rules of the Senate to authorize
the Majority Leader to move to proceed to the en bloc
consideration of certain nominations.
Resolved,

SECTION 1. EN BLOC CONSIDERATION OF CERTAIN NOMI-

NATIONS.

Rule XXXI of the Standing Rules of the Senate is
4
amended by adding at the end the following:
5
‘‘8.(a) In this paragraph, the term ‘covered nomina-
6
tion’ means a nomination to a position that is not a posi-
7
tion—

‘‘(1) at level I of the Executive Schedule under
1
section 5312 of title 5, United States Code;
2
‘‘(2) as a judge of a court of appeals of the
3
United States; or
4
‘‘(3) as Chief Justice of the United States or as
5
an Associate Justice of the Supreme Court of the
6
United States.

‘‘(b) It shall be in order for the Majority Leader to
8
move to proceed to the en bloc consideration of not more
9
than 10 covered nominations that were reported to the
10
Senate by the same committee of the Senate and placed
11
on the calendar.

‘‘(c) Consideration of a motion to proceed under sub-
13
paragraph (b), and the en bloc consideration of the nomi-
14
nations that are the subject of the motion, shall be con-
15
ducted in the same manner as if it were a motion to pro-
16
ceed to the consideration of a single nomination.’’.
