To amend title XVIII to protect patient access to ground
ambulance services under the Medicare program.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Protecting Access to
4
Ground Ambulance Medical Services Act of 2023’’.

SEC. 2. PROTECTING PATIENT ACCESS TO MEDICARE

GROUND AMBULANCE SERVICES.

AMBULANCE.—Section

1834(l)(12)(A) of the Social Security Act (42 U.S.C.

1395m(l)(12)(A)) is amended—

(1) in the first sentence, by striking ‘‘2025’’

and inserting ‘‘2028’’; and
2
(2) by adding at the end the following new sen-
3
tence: ‘‘In the case of services furnished on or after
4
January 1, 2025, and before January 1, 2028, such
5
percent increase shall be 26.7 percent.’’.

(b) GROUND AMBULANCE.—Section 1834(l)(13)(A)
7
of the Social Security Act (42 U.S.C. 1395m(l)(13)(A))
8
is amended—
9
(1) in the matter preceding clause (i), by strik-
10
ing ‘‘2025’’ and inserting ‘‘2028’’;
11
(2) in clause (i), by inserting ‘‘, or 4.3 percent
12
if such service is furnished on or after January 1,
13
2025, and before January 1, 2028’’ after ‘‘2025’’;
14
and
15
(3) in clause (ii), by inserting ‘‘, or 3.4 percent
16
if such service is furnished on or after January 1,
17
2025, and before January 1, 2028’’ after ‘‘2025’’.
