To amend title 28, United States Code, to allow for twelve
associate justices of the Supreme Court of the United States.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.
1
This Act may be cited as the ‘‘Judiciary Act of
2
2023’’.

SEC. 2. NUMBER OF JUSTICES; QUORUM.
4
Section 1 of title 28, United States Code, is amended
5
by striking ‘‘a Chief Justice of the United States and eight
6
associate justices, any six of whom shall constitute a
7
quorum’’ and inserting ‘‘a Chief Justice of the United
8
States and twelve associate justices, any eight of whom
9
shall constitute a quorum’’.
