To allow amounts made available for the Continuum of Care
program of the Secretary of Housing and Urban Devel-
opment.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Housing Promotes
4
Livelihood and Ultimate Success Act of 2023’’ or the
5
‘‘Housing PLUS Act of 2023’’.

SEC. 2. AVAILABILITY OF CONTINUUM OF CARE FUNDS FOR

GRANTEES REQUIRING WRAPAROUND SERV-
2
ICES OR APPLYING PRECONDITIONS.

Subtitle C of title IV of the McKinney-Vento Home-
4
less Assistance Act (42 U.S.C. 11381 et seq.) is amended
5
by adding at the end the following new section:
6
‘‘SEC. 436. AVAILABILITY OF FUNDS FOR GRANTEES RE-
7
QUIRING WRAPAROUND SERVICES OR APPLY-
8
ING PRECONDITIONS.
9
‘‘(a) AVAILABILITY.—Notwithstanding any other pro-
10
vision of law, the Secretary may not, in making amounts
11
available under this subtitle, prohibit, limit, or restrict the
12
award or amount of grants made with such amounts to
13
or for eligible entities, project sponsors, or recipients—
14
‘‘(1) that require the provision of supportive
15
services, such as counseling, job training, or addic-
16
tion treatment, for individuals served by a program,
17
project, or activity assisted with such amounts;
18
‘‘(2) that require, as a condition for occupancy
19
in a project, or assistance from a program, project,
20
or activity, assisted with such amounts that individ-
21
uals meet certain prerequisites, such as sobriety or
22
lack of drug use; or
23
‘‘(3) faith-based organizations.

‘‘(b) SET ASIDE.—Notwithstanding any other provi-
25
sion of law, in making available amounts under this sub-

title for each fiscal year, the Secretary shall ensure that
1
not less than 30 percent of such amounts shall be used
2
by eligible entities, project sponsors, and recipients that
3
provide or offer access to wraparound services.
4
‘‘(c) ACCOUNTABILITY.—Not later than 180 days
5
after the completion of each fiscal year, the Secretary shall
6
submit, to the House Committee on Financial Services of
7
the House of Representatives and Committee on Banking,
8
Housing and Urban Affairs of the Senate, for such fiscal
9
year—
10
‘‘(1) a written certification that the amounts
11
made available for carrying out this subtitle were
12
made available in compliance with subsections (a)
13
and (b) of this section; and
14
‘‘(2) a report specifying how the Notices of
15
Funding Opportunity for such fiscal year for
16
amounts made available for carrying out this subtitle
17
evidence such compliance.’’.
